Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.  
 
The GPN is the engine for thought leadership, UNDP’s programmatic work and a vital delivery mechanism of our integration function. The GPN also draws on expertise globally to provide more effective responses to the complex development challenges countries face in achieving the Sustainable Development Goals (SDGs) and responding to crisis in an integrated and coherent manner. The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan, which is aligned with the Sustainable Development Goals (SDGs). Within the GPN, BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. 
 
The SDG Integration Team sits at the center of the GPN with the aim to advance and connect UNDP’s integrated services across sectors and countries. The SDG Integration Team builds a coherent and consolidated menu of services emphasizing direct short- to medium-term engagements to support national implementation and monitoring of the SDGs (building on the MAPS engagements), qualitative and evidence-driven analysis for accelerated progress, and knowledge sharing of integrated policy solutions to respond rapidly to requests from country offices. 
 
The SDG Integration Team will support the GPN’s offer through four distinct workstreams:
  1. Integrated policy solutions for SDG implementation  
  2. Evidence-informed analytical support for SDG implementation and reporting
  3. Knowledge, innovation and capacity development for accelerated SDG progress
  4. SDG communication and advocacy 
 
The Project Manager is based in New York and reports to the SDG Integration Team Leader in New York. S/he will provide management expertise to facilitate the operation and development of the global project. The Project Manager would be expected to seek out and leverage opportunities and initiatives for joined-up SDG policy advice, building on the work across the house and the UN Development System. 
 
In collaboration with the programme and policy teams in the Regional Hubs and UNDP’s wider Global Policy Network (GPN), s/he is responsible for leading the provision of technical expertise and policy and programme advisory services in line with the corporate priorities and policies. Her/his functions will be:
 
  1. Manage all aspects of the project to support SDG Integration, including through the UNSDG approach: Mainstreaming, Acceleration, and Policy Support (MAPS); 
  2. Support policy coherence and knowledge management for systematic linkages across the various SDG initiatives of BPPS in general and the SDG Integrator Hub, with a focus on leveraging lessons learned and results reporting; 
  3. Partnerships and Resource Mobilization; 
  4. Oversight and management of the integrated SDG engagements/missions. 
 

Duties and Responsibilities

1)Manage all aspects of the project to support SDG Integration, including through the UNSDG approach: Mainstreaming, Acceleration, and Policy Support (MAPS); 
  • Plan and develop project Annual Work Plans (AWPs) and establish Annual Targets according to UNDP timelines, including design of project budget. 
  • Coordinate development and formulation of detailed implementation plans, procurement and human resources, communication and risk management plans for the Project. 
  • Facilitate assessment of project impact and oversee the appropriateness and accuracy of methods used to verify progress and results. 
  • Support establishment of adequate monitoring procedures and systems throughout project activities. 
  • Ensure that UNDP´s results-management systems are kept updated for project results-information including ATLAS project management module.
  • Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Board and donors. 
  • Implement project communications activities in close collaboration with the Communications Team.
  • Organise and participate in project level coordination meetings and/or technical working groups as per project document and AWP. 
  • Implement project governance arrangements. Oversee organisation of Project Board meetings and ensure timely preparation of agenda, background materials to agenda items and minutes as per the Project Document. 
 
2)Support policy and programmatic coherence and knowledge management for systematic linkages across the various SDG initiatives of BPPS in general and the SDG Integrator, with a focus on leveraging lessons learned, and results reporting.  
 
  • Support systematic interactions around high profile initiatives, enabling joint analysis, planning, implementation and reporting as appropriate.  
  • Support articulation of emerging policy agendas and develop guidance in the specific area of SDGs for the implementation of global policy standards corporate good practice and knowledge products.
  • Coordinate contributions and provide support to corporate knowledge management activities to help influence/advance policy dialogue in the 2030 Agenda.
  • . Supporting knowledge dissemination through organizing workshops, expert panel discussions, and policy symposia. 
 
3) Partnerships and Resource Mobilization:
 
  • Ensure effective partnerships across different units of UNDP and with UN partners, liaising closely with the teams supporting interagency work. 
  • Oversee preparation of communications relating to SDG Integration Team’s contribution to the SDGs in general, with a focus on the global project.  
  • Support resource mobilization efforts for the global project and SDG Integration Team’s disparate initiatives relating to SDG support. 
  • Liaise and facilitate streamlined strategic cooperation on the SDGs with partners from a range of stakeholder groups including civil society, private sector, and academia.
 
4)Oversight and management of the integrated SDG engagements/missions:
 
  • Coordinate and oversee MAPS and integrated SDG engagement across regions with respective regional focal points. 
  • Ensure that effective, targeted support is provided to countries to support SDG implementation.
  • Present findings, lessons learned, and best practice from MAPS engagements at global, regional and country-level fora. 
  • Facilitate inter-agency work on MAPS engagements by coordinating joint work planning.
  • Explore potential areas of partnership with stakeholder.
  • Monitor the budget of MAPS engagement to ensure highest delivery rates.

Required Skills and Experience

Education:

  • Master's Degree in international development, political science, economics, development planning or related field.

Experience:

  • A minimum of 5 years’ experience in international development (preferably in the UN system) project management, programme development, partnership building, or analytical work in development issues,
  • Having experience with audit and midterm evaluation is an asset;
  • Experience in producing and analyzing project best practice, lessons learned and think-pieces and other knowledge products including data visualization;
  • Demonstrated experience in management of a Project of similar complexity, including experience with resource mobilization;
  • Experience in partnerships and coordinating large and complicated processes with multiple actors; government, civil society and public sector.

Language Requirements:

  • Proficiency in English.
  • Working knowledge of other UN language desirable.
