Coordinator Partner Projects (national position)

With its portfolio in Iraq, Malteser International is linking relief, rehabilitation and development and is implementing programs focussing mainly on Health, Protection and Livelihood. Malteser International plans for further growth in the region and is extending its portfolio in terms of geographical reach, sectoral programs and partners.
 
In support of our work in Iraq, Malteser International is looking for an Dohuk based, Coordinator Partner Projects (national position).

As Coordinator Partner Projects, you will be responsible to ensure the proper implementation of partner and/or self implemented projects in compliance with Malteser International standards and procedures, and performs a liaison role including project planning and implementation, adherence to donor and Malteser guidelines and, establishing good partnerships and communication with the partners and other stakeholders in the area of humanitarian and rehabilitation action. You will work closely together with the Project and Administration Team under the overall responsibility of the Country Coordinator.

Responsibilities:

  • Act as a focal point and adviser as delegated by the Malteser International Country Coordinator and in coordination with the program and operations team
  • In collaboration with the program team, support the partners across the whole project management cycle, including preparation of narrative proposals, log frames, budgets and reports. This includes the review, compilation and development of quality donor reports
  • In collaboration with the program team, monitor and give recommendations for effective and timely implementation of projects according to set targets/ indicators and agreements, as well as Malteser International and donor policies and standards
  • Maintain mechanisms/ tools/ surveillance systems and capacities in cooperation with the local partner organization for appropriate monitoring and evaluation of activities, their quality and impact
  • Supervise administrative, financial and logistical procedures of the partners in line with Malteser International and donor procedures and guidelines
  • In coordination with the Program Advisor regular review and feedback of capacity building needs to enable partners to adhere to quality procedures and guidelines, as well as for effective project implementation
  • Conduct regular visits to the partner organizations to monitor achievement of project objectives and coordinate work/activity plan
  • Track and analyze project achievements, comparing implementation of activities with expenditures and budget. Reporting overspending/underspending to the Program Administrator and Country Coordinator and propose solutions for the overspending/underspending.
  • Support the MEAL and Grants Acquisition Manager/M&E Officer to develop project relevant standards in e.g. monitoring and ensure utilization of tools and adherence to quality standards introduced
  • Support project partners in development of new project ideas
  • Supervise and line-manage staff assigned to the projects
  • Participation in meetings (UN Health Custer, MHPSS technical working group) and workshops on more locally-led response efforts of Malteser International interest as delegated by the Country Coordinator
  • Development and maintenance of network with partners, donors and other stakeholders in the area of Malteser International mandate

Qualifications:

  • Preferably a Master’s Degree in Social Sciences, preference given to Development Studies
  • Minimum 5-8 years of working experience in implementing humanitarian projects
  • Experience working within International NGOs is must
  • Experience with implementing protection and/or livelihoods related projects is highly desirable
  • Experience with humanitarian assistance in terms of cash based interventions or health related projects is desirable
  • Experience in working with German and international donors (AA, BMZ, EU, GIZ etc.)
  • Excellent project cycle management skills, and proven ability of working in close collaboration with multiple stakeholders
  • A strong team oriented approach with excellent interpersonal and diplomatic skills
  • A high level of physical and mental resilience
  • In position of the Iraqi Nationality
  • Written and spoken English and Arabic skills are obligatory. Kurdish is an asset.
  • Able to travel within Central Iraq to Ninewa and and potentially other project regions
  • Good computer literacy

Conditions:

  • Start date: as soon as possible
  • Duty Station: Dohuk, Kurdistan Region of Iraq, with frequent travel in the Region
  • Duration of contract: 1 year with potential for extension
  • Salary according to qualification and experience, including staff benefits
