OBJECTIVES OF THE PROGRAMME

Within the framework of Universal Health Coverage (UHC), the objective of the HIV, hepatitis and sexually transmitted infections (STI) Unit (HAS) in WHO Regional Office for the Eastern Mediterranean Region (EMRO) is to assist Member States in strengthening the health sector to achieving the Sustainable Development Goal 3 (SDG3), with the ambitious target to end AIDS and combat viral hepatitis by 2030. For this purpose, Member States are supported to develop appropriate policies and strategies and effective organization and operation of comprehensive programs for HIV, hepatitis and STI prevention and control.

 

HIV, hepatitis and STI Global Health Sector Strategies to guide country responses towards the achievement of goals. Current achievements in HIV, hepatitis and STI prevention, diagnosis and treatment are inadequate in most countries of the EMR. Strengthening national responses to scale-up evidence-based, human rights-rooted integrated services is essential for achieving the global goals. Subsequently, supporting member states in planning, managing, implementing, monitoring and evaluation of HIV, hepatitis and STI programmes is of eminent importance.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties\:

1. Provide sustained and intensive technical guidance to the Member States for introducing and scaling-up evidence based HIV, hepatitis and STI prevention, diagnosis and treatment services.

2. Provide technical advice and expertise to Member states on data-driven strategic planning, monitoring and evaluation of HIV, hepatitis and STI prevention, diagnosis and treatment.

3. Promote integrated and client-centered HIV, hepatitis and STI services and provide technical guidance and expertise to national programmes for developing the appropriate models.

4. Mobilize, guide and promote the role of civil society organizations in scaling up services for key populations.

5. Provide expertise to Member states in resource mobilizationfrom the Global Fund to fight HIV, TB and Malaria as well as from other sources where appropriate.

6. Provide expert technical input into advocacy, normative material and reports developed by HAS and by HQ where relevant and prepare timely technical and analytical reports on programme performance.

7. Develop innovative approaches to ensure access of essential services to people affected by crisis or complex operating environment.

8. Provide technical expertise and build capacity of national AIDS and hepatitis programmes, Civil Society Organizations (CSOs) and other partners, in coordination with the relevant focal points in EMRO and HQ where needed to ensure one WHO integrated approach.

9. Liaise and coordinate with other agencies, UN partners and sectors, including the Joint United Nations Programme on HIV/AIDS (UNAIDS), IOM and the Global Fund, as well as with civil society organizations, academia to realize programme objectives and scale up diagnosis and treatment services.

REQUIRED QUALIFICATIONS

Education

Essential\: Master's degree in public health or medicine.
Desirable\: Relevant training in HIV, hepatitis or STI programme management or strategic planning

Experience

Essential\: At least 7 years of work experience in the field of public health program management and implementation, 2 years of which in HIV, hepatitis or STI programmes
Desirable\: Relevant work experience with WHO, other UN agencies or international health partners

Skills

- Sound technical knowledge public health aspects.

- Strong technical skills in infectious disease control, surveillance and programmme monitoring and evaluation.

- Demonstrated tact and maturity in dealing with sensitive topics

- Excellent interpersonal, negotiating, intercultural communication skills and political acumen.

- Demonstrated ability to work with multiple external partners in different countries and collaborate with a wide range of stakeholders both within and outside of the UN system.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1550 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
