Mongolia: Development of Sector Analysis and INDC Revision - Agriculture

 Objectives of the assignment are: (i) to develop long-term pathway options for the Agriculture sector, in cooperation with respective line ministries, agencies and municipalities and other stakeholders based on the sectoral assessment; (ii) to structure and conduct the respective stakeholder consultations in support with the Ministry of Environment and Tourism and the Environment and Climate Fund (ECF); (iii) to develop sectoral inputs into the draft updated NDC document.

 Scope of Work

 

  • Deliverable 1 – Report and Work Plan: Consultant will conduct a desk review of existing sectoral legal and institutional frameworks, policies goals, measures targets and indicators for Agriculture sector, and identify relevant stakeholders, including decision makers and beneficiaries. Inception report will include stakeholders’ communication strategy and workplan.
  • Deliverable 2 – Stakeholder Consultation Report. Consultant will conduct sectoral consultation meetings in support with MET and ECF and events and record the event proceedings and discussions*. Outcomes of the assignment of stakeholder consultation and findings will be reported to ECF/GGGI.
  • Deliverable 3 – Long-term emission pathway development using PROSPECTS+ modelling tool** - Setup of a transparent modelling structure to quantify current emissions pathway, elaborate additional decarbonization pathways options, and to determine the aggregated sector contribution(s) to the updated NDC document.
  • Deliverable 4 – Impact analysis. Impact analysis of different pathways/ measures/ targets on relevant socio-economic or sustainable development factors/ indicator.
  • Deliverable 5 – Sectoral Chapters of updated NDC document. Consultant will develop draft Sectoral Chapters of updated sector NDC document.
  • Deliverable 6 – Revision of Sectoral Chapter of updated NDC document. Consultant will revise sectoral chapter of the NDC document and support the review of relevant sections of the document.
  • Deliverable 7 – Final Report. Consultant will finalize sectoral chapter of updated NDC document.

 

Note:* Consultant will present preliminary and final findings, recommendations and provide ground for the discussion in NDC targets in Agriculture sector and provide its associated consultation report after the end of contract.

**Technical backstopping and guidance will be provided by NCI in periodic and on-demand basis

 

 

Output/Reporting Requirements/Deliverables:

 

The Consultant will report to the GGGI Country Representative the overall guidance of the GGGI HQ MRV Team.

* negotiable in close coordination with MET

 All reports must be in English (United States usage) and Mongolian, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.

 

Qualifications/Experience/Expertise:

 

  • Advanced degree (Masters) in a relevant field, such as Agriculture and Life Sciences, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills.
  • Sufficient knowledge of GHG baseline determination, GHG inventory, MRV system, carbon budget, etc.
  • Demonstrate GHGs emission simulation and modelling skills for GHGs measurement and management. Demonstrated experience in area-based or sectoral-based GHG emission.
  • At least 5 years of professional experience in technical activities related to green growth, climate change, GHGs emission accounting and analysis, MRV system, GHGs mitigation activities, and emission trading scheme (carbon market) in the relevant sector (Agriculture).
  • Project delivery experience, including managing the delivery of results on time and on budget.
  • Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization.
  • Proven experience in establishing and maintain working relations with government officials in the relevant sectors and associated government institutions. Demonstrated experience and success in the engagement of, and working with both the public and private sector, especially in Asia is an advantage.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Excellent written and spoken communications skill in English is required; spoken and written Mongolian is an important asset.
