ABOUT WFP

The World Food Programme (WFP) has been in Bhutan since 1974. After 45 years of support to school meals in Bhutan, WFP, through the Country Strategic Plan (2019 – 2023) is shifting its focus from food support for school feeding to providing institutional strengthening and capacity development in nutrition and disaster preparedness and response. WFP Bhutan will support the Government’s graduation from Least Developed Country status to Lower Middle Income Country Status by 2023.

ORGANIZATIONAL CONTEXT

WFP is leading the UN Sustainable Development Partnership Framework (UNSDPF) (2019 – 2023) outcomes on setting up national rapid post-disaster needs assessment capacity; national rice fortification programme; transition of the National School Feeding Programme to a National School Nutrition Programme; and strengthening national capacity to prepare for and respond to disasters. For nutrition, WFP is also assisting the Government in developing a national framework for improvement of dietary and health practices among school aged children (6-18 years). This will support the Government’s transition of the National School Feeding Programme to a National School Nutrition Programme. Further, WFP will support a planned scale-up of the school feeding programme with supply chain cost optimization, linking farmers to schools and school infrastructure. For disaster preparedness and response, WFP took the lead for the UN in disaster preparedness and response by the end of 2018.

JOB PURPOSE

The job holder will report directly to the Government Partnership Officer (NOC), under the overall guidance of the Head of Office (P4) of WFP Bhutan.

The candidate will provide support in the development and implementation of a communications strategy and plan, creation of communication material, develop strong media relations, support advocacy with key stakeholders, and identify opportunities to position WFP as an important player in the field of nutrition, rice fortification and disaster preparedness and response. The candidate will support resource mobilization by contributing towards increasing existing donor funding as well as securing new funding for WFP Bhutan priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

Communication and Advocacy

  • Conceptualize and develop communication products through good research, analysis of assigned area of work and timely preparation and distribution media information products to communicate WFP cooperation to target audience(s) in accordance with WFP’s Country Strategic Plan.
  • Produce advocacy and communication material (e.g. briefing notes, images, video, audio-visuals, web pages) that meet the country and global standards.
  • Support the Head of Office with media engagements, press releases, presentations, talking points etc.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information material for both online and traditional media.
  • Develop a social media plan, prepare social media content, utilize platforms and networks to enhance coverage and support of WFP activities.
  • Recommend appropriate communication channels and dissemination models to reach audiences to enhance the visibility and brand of WFP.
  • Maintain an up-to-date documentation of communication materials including publications, clippings, press releases, photographs, audio-visual material and online material.
  • Monitor the public perception of WFP in the country and recommend appropriate action to maintain a positive image for the organization.
  • Ensure good quality data collection, analysis, evaluation to ensure effective communication strategies and advocacy. Undertake lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.
  • Support social behaviour change communication for improved dietary and health practices for school-age children (6-18 years old)
  • Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact. For example the design and review of training materials.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • General knowledge of WFP programs is an advantage
  • A general knowledge of the policies of the United Nations system would be an asset

STANDARD MINIMUM QUALIFICATIONS

Education:

 Advanced university degree in Journalism, Communications, Public Relations, or other relevant field.

Language: Fluency in both oral and written communication in English (level C) while Dzongkha

would be an asset.
