Role Overview

Develop, lead, monitor and evaluate the Lebanon Health Programme in close coordination with the Projects Coordinator. The health project manager report on projects progress in line with the objectives, timeframe and budget in proposals, logframes & funded budgets, with a focus on health system strengthening, training and coordination. Monitor and lead on the strategic direction of the Health programme in Lebanon through a strong understanding of ongoing and emerging Health needs. Engage in sector coordination with other stakeholders and ensure the availability of the necessary supplies for the Health projects and to ensure appropriate quality.

Project Overview

The current Health programme comprises two Health projects. One is funded by Global Affairs Canada and Swiss Solidarite / Chaîne du Bonheur (CDB) and is focussed on the delivery of primary healthcare services and strengthening of the healthcare system in Lebanon within Social Development Centres run by the Ministry of Social Affairs (MoSA). The other is funded by the EU MADAD Fund and aims to improve the well-being and resilience of Syrian refugees and Lebanese women, girls, men and boys (WGMB) affected by conflict and sexual gender-based violence (SGBV).

Workplace & Conditions

This is a position based in the Bekaa valley, Zahle. Frequent travel between Beirut and Bekaa valley and to the different clinic locations is required for this position.

Starting Date & Initial Contract Details

As soon as possible. Full time, 12 to 24 months.

Key Activity Areas

Technical Oversight of Health Programme

  • Maintain an overview of the Health Programme and of the country context, and strategically developing new projects in current sites and/or surrounding locations, and proactively planning for responsible exit.
  • Give technical advice to field managers and GSO on potential involvement in new health interventions.
  • Provide technical support to the health teams in all project sites, including the evaluation and impact analysis of current projects and the writing of donor proposals and reports.
  • Carry out regular monitoring visits in conjunction with other field managers.
  • Maintain an oversight of medicines and health supplies ordered for the health projects, supporting the health and logistics staff in the coordination and quality control of health supplies.

Health Project Management

  • Lead on the development and implementation of an appropriate and effective Health strategy.
  • Oversee the implementation of all Health projects.
  • Manage a comprehensive activity plan for the designated projects, including resource needs analysis, covering the time frame of the project proposal.
  • Provide strong leadership of the assigned Health project(s), ensuring both short and long-term positive impacts/outcomes for the beneficiaries, local Health staff and authorities, including MOSA.
  • Ensure that all health staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints.

Staff Management

  • Line-manage Medair Health project staff, including at least one Health Manager in each project, and facilitate the management of MoSA staff in Medair supported Social Development Centres.
  • Facilitate regular meetings with project teams to enable information sharing among project staff on current work plans as well as provide the opportunity of feedback.

Financial Management

  • Plan and construct the budgets for the designated projects, in line with Medair budget formats.
  • Ensure budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to the in-country Senior Management Team.
  • Monitor the spending of the designated projects to ensure operation in line with Medair and donor guidelines for financial accounting and reporting practices.

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive relationships and communication structures with the assigned Health team, Global Health Advisor, local partner (MoSA).
  • Actively participate in Health coordination meetings at the regional and national levels, in Medair internal meeting and trainings, and in other working groups or meetings.

Logistics

  • Support the Logistics activities of Health teams, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned Health facilities and activities.
  • Oversee the use of vehicles by Health team members, ensuring that vehicles are used appropriately.

Quality Management

  • Ensure designated projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.
  • Maintain a resource library for the Health team and keep up-to-date with the latest trends.

Qualifications

  • Clinical degree (nurse, midwife or doctor), or Public Health degree.
  • Strong working knowledge of English (spoken and written).

Experience

  • 4 years post-qualification nursing/ medical professional experience.
  • At least 2 year management experience in a Health context and in developing country.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards.
  • Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.
  • Knowledge and experience of primary health care principles and management.
  • Clinical skills within a Primary Health Care setting. Passionate about serving the poor.
