IDLO IN SOMALIA

IDLO has extensive experience and a good track record of implementing successful rule of law programs in conflict and post-conflict contexts like Somalia. Since 2012, IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfil their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO is currently implementing seven projects in Somalia. IDLO’s activities in the country aim to promote the rule of law in Somalia across a number of areas, including institution building, policy and legal reform, access to justice and human rights, stabilization and countering violent extremism. In its programmatic work,  IDLO has developed a strong partnership with a broad range of Government stakeholders at Federal level, including the Office of the Presidency, the Office of the Prime Minister, the Attorney General’s Office, the Ministry of Justice (among other Ministries), as well as Federal Member States (Puntland, Jubaland, South-West, Hirshabelle and Galmudug).

THE POSITION

The Program Coordinator will provide assistance, liaison and coordination between field based offices and IDLO Headquarters. The responsibilities of the Program Coordinator include:

1. Support day to day program implementation, including revisions to project design and preparation of the annual and quarterly work plan, identification and recruitment of experts, and budget controls and financial forecasts and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures. 

  • Oversee recruitment, training, mobilization and establishment of Quraca Nabadda teams in targeted communities. 
  • Ensure effective and sustainable implementation of the 12-week Quraca Nabadda reconciliation and reintegration processes.
  • Liaise with community leadership, local authorities, government institutions and civil society to mobilize local buy-in and ownership of the Quraca Nabadda process.
  • Develop and implement train-the-trainer processes from Quraca Nabadda teams to carry out in local communities for sustainability and increased impact.
  • Ensure the effective implementation of the Performance Monitoring Plan.
  • Establish, document and share good practices.
  • The performance of other work-related duties as required.

2. Program Budgeting: 

  • Assist the Supervisor in providing up to date information for budget forecasting and monitoring of relevant programmatic budget financial reports. 
  • Follow up on key finance/procurement issues relating to program implementation in collaboration with the Procurement Specialist 

3. Reporting: 

  • Report regularly to the Country Director - Somalia on program updates.
  • Draft briefings on Program and team successes and documentation for internal and external information sharing. 

4.  Partnership, Networking & Coordination: 

  • Represent the Project and Program at external events as directed by Supervisor. 
  • Attend relevant technical meetings with partners, as needed, prepare minutes of meetings and track follow up required. 
  • Respond to internal requests for information or research and external information requests as delegated. 

 

IDEAL CANDIDATE PROFILES

Education and experience 

  • Advanced university degree in Law or a relevant discipline;
  • 3-4 years professional  experience in training/advising communities, local authorities and civil society in conflict resolution, peace-building and rehabilitation processes; 
  • Good management and coordination skills, with proven experience managing projects and medium to large teams in different cultural contexts;
  • Proven experience of working with government institutions, law enforcement or similar leadership;
  • Experience in writing project success stories, lessons learned and best practices;
  • Experience in working with stakeholders, donors, UN and international agencies is an asset.
  • Experience working on Somalia-focused programs is an advantage

Languages:

  • Fluency in written and spoken English;
  • Fluency in written and spoken Somali is an asset.

Specific knowledge, skills and competencies

  • Strong communication and interpersonal skills, and the ability to develop excellent relations with government, local community leadership, donors and others;
  • Good understanding of the Somali context is an asset;
  • Ability to live, work and travel in Somalia;
  • Ideal candidate should be able to travel internationally, on short notice basis, without encountering visa restrictions;
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and 
  • Highly developed sense of ethics, integrity and commitment to IDLO’s mandate. 

 

TERMS AND CONDITIONS

For this internationally recruited position, IDLO shall offer the selected candidate a  Affiliate contract , with possibility of extension subject to performance and availability of funding. 

In addition, IDLO shall offer the candidate an annual basic salary in the range of USD 54,000, a leave and benefit package, including medical, and provident fund in accordance with IDLO Employee Regulations and Rules.  

A local national recruited against internationally recruited position, shall not be subject to or eligible for benefits exclusively applicable to International employees, as outlined in IDLO employee regulations and rules
