Job Description

The IRC Yemen Country program was established in 2012 and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women’s Protection and Empowerment and Education programming in eight governorates. The IRC Yemen Country Program operates from its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale’e, with the Al Dhale’e office covering Lahj, and Shabwah.

Emergency Preparedness and Response Programming in Yemen – The International Rescue Committee (IRC) is launching a new Emergency Preparedness and Response Program to extend the reach of emergency preparedness through stronger coordination and timely provision of life-saving interventions. Using an Emergency Preparedness and Response Mechanism (EPRM), the IRC will work through a network of international and local partners to ensure enhanced, effective, timely, and more wide-reaching emergency response for conflict-affected populations in the South

Partnerships in Yemen – The IRC began working with local partners in Yemen in 2017 and will be expanding our scale and reach through partnership in 2019. This includes partnerships in Northern and Southern areas of Yemen, through Health, Nutrition, Women’s Protection and Empowerment, and Emergency Preparedness and Response.

Overview of Role - The main objective of the role is to lead high quality and compliant programming, the main goal of this position is to ensure effective sub-grants management and due diligence with sub-award partners and build strong, sustainable partners. This includes supporting program teams in the identification, vetting, contracting, monitoring and support of all local partners for the IRC Yemen team. The Partnerships Manager will coordinate the daily management of the sub-award lifecycle and invest in the sustainable growth and capacity for the Yemen portfolio. The role will require travel within Yemen, and the capacity to understand a range of technical specialisms. Strong partner reporting and financial oversight skills will be key, as well as excellent organisation and coordination skills.

Key Responsibilities

Follow IRC’s Partnership Excellence for Equality and Results System (PEERS) that sets out efficient and responsive processes, delineates clear roles and responsibilities, and articulates IRC’s strategic approach to partnerships. Ensure quality sub-award management, including sub-award start-up, sub-award implementation monitoring and management, and appropriate sub-award close-out. Including:

·Lead the mapping process for selecting partners in close collaboration with program units

·Lead verification of partner organisation against ATF&AML, US&EU black list (against terrorist financing and money laundering)

·Manage the administration of pre-award due diligence processes with all new sub-awards, including identification of specific risk factors and mitigation measures associated with the award

·Draft sub-award agreements and follow IRC internal review process of all sub-award documentation

·Develop agenda and materials for grant opening meetings, brief sub-award partners on agreements, and the IRC’s and prime donors’ rules and regulations

·Ensure that all partners’ program deliverables are received and tracked in compliance with donor objectives and requirements

·Review partners’ contractual reports, coordinate internal feedback, and escalate any issues as relevant

·Serve as communication-point for coordination of program, operations and finance support to partners

·Lead in conducting review meetings with partners and follow up on the implementation of action points

·Coordinate with MEAL to ensure that projects are monitored robustly

·Maintain partner files and the Sub-Award Tracker

·Process sub-award amendments in a timely manner, as relevant

·Organize sub-awards close-out meetings and support the partners in the closing process, ensuring that all requirements are met

·Maintain close communication and positive working relations at all times with partners.

·Offer support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

JOB REQUIREMENTS

Mandatory:

·Minimum of 3 years experience with I/NGOs, ideally at least 1 year of which is at managerial level.

·Proven experience in sub-grants management

·Excellent communication, organisation and coordination skills

·Proven ability to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.

·Experience in capacity building staff development.

·Strong written and spoken English

Desirable:

·BA degree or equivalent in International Development or Affairs, Finance, Business or related field; Advanced degree a plus

·Direct experience with OFDA and ECHO, including strong knowledge of rules and regulations as they apply to grant management.
