Planning, Monitoring Evaluation and Reporting (PMER) Manager

Afghanistan (Afghanistan)

SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education, and Community-Driven Development with a total annual budget of roughly USD 40 million. The total number of staff is around 6,000. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and one Liaison Office. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 4,000 members organized in local chapters all over the country. SCA receives funds from various international and private donors, mainly from the Swedish International Development Cooperation Agency (SIDA). During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. 


Scope of Work

The Manager of Planning, Monitoring, Evaluation and Reporting (PMER) reports to the Country Director Afghanistan with a dotted line to the Secretary General and works closely with the Manager of the Aid Coordination Unit at the Stockholm Management Office. The PMER Manager provides strategic and technical leadership in the overall management of the SCA planning and reporting, grants management and resource mobilization, monitoring and evaluation and capacity building of staff within the unit and SCA in general on the areas under this scope of work. The PMER manager is also responsible of administrative management of the unit including managing staff and resources within the unit.


  • To be responsible and provide daily supervision of the staff assigned to the Planning, Monitoring, Evaluation and Reporting unit
  • To provide strategic leadership in grants management, donor relations and resource mobilization for both existing funds and potential funding, in close collaboration with Programmes Department and Support units at Kabul Management Office and the Aid Coordination Unit at Stockholm Management Office.
  • Support quality proposal development and project design, while undertaking regular follow-up with potential donors.
  • To design and coordinate organizational results based planning processes, including strategic and annual plan development while ensuring the mainstreaming of cross-cutting issues, e.g. gender, human rights, civil society and environment, into planning processes
  • To manage ensure and assure the quality of internal reports, leads internal competence development in areas of planning, project cycle management, and donor reporting.
  • To ensure quality and compliance with the Government of Afghanistan, donor regulations, and policies in SCAs reporting and assigned contract management
  • To provide strategic leadership in establishing/revising the M&E system, including policies, guidelines and tools for the coordination of monitoring and evaluation operations of SCA
  • Provide leadership in the design and implementation of both internal and external evaluations, assessments and surveys
  • Providing capacity development support and technical assistance to programmes and projects for more effective and efficient monitoring and evaluation
  • To provide technical leadership and strategic guidance to all units in all SCA offices with regards to monitoring and evaluation
  • To undertake administrative management of the unit both in terms of human and financial resources
  • Ensure appropriate systems and skills are in place with regards to: Results-Based Management, Effective and participatory Monitoring and Evaluation, Donor-compliance reporting and Programme related components of a MIS
  • Design, maintain and develop an efficient and effective Monitoring and Evaluation system, including, but not limited to - Midterm reviews, external and internal evaluations/assessments

Qualifications:                   Masters Degree, or equivalent, in relevant professional field

Experience:                        7years relevant work experience within international development, with NGOs, UN agencies or similar organizations

  • Substantial management experience from larger organizations and complex operations


 Essential competence

  • Proven experience in proposal development, grants management, strategic planning, and participatory planning, monitoring and evaluation
  • A solid understanding of development theory and approaches, including a rights-based approach
  • Proven experience in developing M&E systems
  • Knowledge and experience in both quantitate and qualitative research
  • Experience in database development and management
  • Demonstrated management and process coordination skills, including proven ability to priorities, delegate, handle multiple tasks and meet deadlines
  • Demonstrated team-building capabilities and strong organizational, interpersonal skills
  • Excellent command of spoken and written English
  • Ability and willingness to travel to project offices within Afghanistan and adjust to SCA environment.
  • Gender and cultural sensitivity required


Desired skills and experience

  • Experience of working in Afghanistan (or in the region)
  • Familiarity in Afghan culture and local languages (Dari or Pashto)
  • Have participated in HEAT-training or other security training
