OBJECTIVES OF THE PROGRAMME

The Convention Secretariat is established under the provisions of the WHO Framework Convention on Tobacco Control (the Convention) and the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol). Its mandate is to support Parties in fulfilling their obligations under the Convention and the Protocol; to provide the necessary support to the COP, MOP and their subsidiary bodies; and to translate into programme activities the decisions of the COP and the MOP. The Legal team of the Convention Secretariat will be in charge, in accordance with the Protocol and decision MOP1(6), of making the necessary arrangements to facilitate the work of the Working Group established by the MOP, mandated with working towards the implementation of Article 8 of the Protocol, in particular in relation to the establishment of an international tracking and tracing regime, comprising national and/or regional tracking and tracing systems and a global information-sharing focal point located at the Convention Secretariat; and the development of unique identification markings for cigarette packets and packages.

DESCRIPTION OF DUTIES

Under the supervision of the Head of the Convention Secretariat\:

1) Support the Working Group's work to develop, test and deploy information technology solutions (including databases, websites and mobile applications);

2) Analyze and document business requirements, compile system specifications, maintain user and technical documentation and standards for tracking and tracing related applications;

3) Provide substantive inputs as necessary for the completion of the Working Group's mandate, in areas related to the establishment of tracking and tracing systems, comprising the development of the global information-sharing focal point, and the establishment of unique identification markings;

4) Identify technical needs as relevant for these areas, and conduct technical preparatory work on matters discussed and agreed by the Working Group;

5) Contribute to the Convention Secretariat's arrangements to facilitate the Working Group's work in light of its mandate;

6) Organize workshops, seminars, and other specialized events, relating to the work of the Working Group, and, as needed, on broader Protocol related matters;

7) Identify potential contributors and develop grant proposals for specific activities related to tracking and tracing and other Protocol related activities;

8) Maintain the portfolio of the Working Group and Secretariat's information systems and platforms, ensuring they meet business requirements and are delivered effectively and efficiently; supervise the work of external service providers for the delivery of managed services and systems development;

9) Perform all other related duties as required by the Head of the Convention Secretariat.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in information and communication technology (ICT) management, computer science or related field.
Desirable\: Advanced degree in information and communications technology (ICT) management, computer science or a related field.

Experience

Essential\: At least five years of work experience assisting with the development and implementation of complex international cooperation projects with a strong ICT content. Experiencing analyzing and documenting business processes and requirements. Demonstrated experience in system architectures, design, development and implementation. Experience coordinating the work of application development teams or providers. At least two years of relevant international experience.


Desirable\: Experience working in a governmental entity or international organization. Experience working in inventory management, international trading, systems integration, content and/or document management systems.

-Technical Expertise\: good knowledge of the substantive and technical requirements for the establishment and functioning of complex international cooperation projects with a strong information and communications technology (ICT) content.

- Good understanding of intergovernmental processes and international cooperation initiatives.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3227 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
