Senior Finance Associate, GS7, Putarajaya/Malaysia #68519 (Open to Malaysian Only)

The Senior Finance Associate, under the supervision of Finance Officer will be responsible for providing a variety of specialized tasks in finance functions for all units including Private Fundraising Unit of Malaysia CO, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

How can you make a difference?

The Senior Finance Associate, under the supervision of Finance Officer will be responsible for providing a variety of specialized tasks in finance functions for all units including Private Fundraising Unit of Malaysia CO, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

At the G-7 level, the below tasks are expected to be carried out with a high level of independence.

1. Support to financial planning and management

  • Provide financial operations support throughout the financial planning and implementation process.
  • Review budget expenditures according to allotment and codes and verify compliance with guidelines and procedures. Keep stakeholders informed for timely action.
  • Resolve routine financial operational issues and/or recommend (and record) deviation from policies and guidelines to meet objectives.
  • Assist in providing support to the programme counterparts/committees, e.g. review budgets and financial plans of implementing partners; monitor compliance with HACT framework, including support to assessments, assurance and capacity development of implementing partners.
  • Assist in preparing and monitoring financial exception reports to assess unusual activities and transactions and keep supervisor informed for timely action.
  • Where applicable, support PSFR activities on income projection/ reporting, revenue and expense reporting
  • Compile information and prepare cash forecast plan in cooperation with all units of Malaysia CO, make monthly allocations, report on the budget allocations, process the closure if payroll advance for PSFR in collaboration with Geneva PSFR office.
  • Prepare monthly reports on Private Fundraising Program (PFP) income and lease with UN Agencies and Treasury on sales of additional cash proceeds from PFP income.
  • Prepare Budget Formulation Tool (BFT) submissions, and act as BFT subject matter expert.

2. Support on Control of accounts

  • Assist in processing submission of payments (e.g. travel claims, advances to governments etc), journal entries and other financial transactions within scope to the Global Shared Services Center (GSSC), ensuring compliance with budgetary limits, IPSAS and organizational regulations, rules, policies, procedures, standards of accountability, and ethics. Take timely action on outstanding accounts to resolve pending issues. This includes follow up with the GSSC to facilitate timely processing of financial transactions submitted to the center.
  • Process the disbursement of payments when done locally via bank letters, checks, or petty cash and using electronic fund transfer (EFT).
  • Process and supervise cash receipts and reconcile income contributions to ensure their timely deposit and recording in UNICEF systems.
  • Complete applicable accounts closure activities (monthly, quarterly and yearly) on a timely basis and per closure instructions.
  • Examine DCT transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy.

3. Support on Treasury and cash management

  • Process of transferring funds from donations accounts to operating account, segregate donations/income from bank statement including identification of third party bank account managing the receipt of donations and conduct reconciliation with the operating data of PSFR unit.
  • Support in managing bank, petty and cash on hand accounts transactions and operations in accordance with UNICEF/UN financial regulations and rules, policies, procedures and local banking practices. Keep abreast of procedures and regulations regarding maintenance of bank accounts and exchange and interests rates. Keep supervisor and relevant colleagues informed for timely action.
  • Maintain contact with local bank management on routine operational matters.
  • Maintain a system to monitor and forecast periodic cash requirements.  Provide current information on cash position/forecast to management and make recommendations or take action to ensure sufficient availability of resources for programmes and operations activities.
  • Submit monthly bank statements to the GSSC for reconciliation and take appropriate corrective actions on findings identified by the Center.

Perform other duties, as required.

Recruitment Qualifications

  • University degree is required in business, finance, accounting administration.
  • A minimum of seven years of clerical experience in the area of finance and accounting is required.
  • Fluency of English and Bahasa Malaysia is required.

REMUNERATION

  • The remuneration for the above position may be access through UN Salaries Website as follows: http://www.un.org/Depts/OHRM/salaries_allowances/salaries/malaysia.htm (subject to mandatory deductions for pension contributions and health insurance, as applicable) and other benefits including 30 days of annual leave, mobile allowance, and dependency allowances for dependent family members. 
  • Pension - staff members with six or more months of contract duration will be participants of the United Nations Joint Staff Pension Fund.     The pensionable remuneration, will be subject to a 7.9% deduction as a staff's contribution.  The Organization pays a contribution equivalent to 15.8% of a staff's  pensionable remuneration to the fund on his behalf.  On separation with less than five years of service, the staff's contribution will be refunded with interest.  Website: www.unjspf.org
