Background

The NRM and Biodiversity portfolio of UNDP is supporting the Government of India in meeting national development objectives along with commitments under important multilateral environment agreements especially the Convention on Biological Diversity. The portfolio has been supporting the Ministry of Environment, Forest and Climate Change in meeting its national and international environmental priorities and commitments. The technical and policy support provided by the portfolio focus on institutional strengthening and building capacities to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts. 
The portfolio supports India’s engagement with the Global Environment Facility (GEF) and other donors; and works with Central Ministries and state governments to implement various projects such as GoI-UNDP projects on SECURE Himalayas, India High Range Mountain Landscape Project, Global ABS Project, Sixth National Report, Biodiversity Finance Initiative and Strengthening Natural Resource Management. 
UNDP seeks to engage a Finance and Administration Associate to support the Head, NRM and Biodiversity in finance and administrative manners of all the ongoing and upcoming GEF projects under NRM and BD portfolio including the Strengthening Natural Resource Management project. 
 

Duties and Responsibilities

Supervisor: Head, NRM and Biodiversity
 
The Finance and Administration Associate will have the following roles and responsibilities: 
 
•Support in Financial Management of the project:
 
-Enter annual budget in ATLAS and responsible for getting ASL in time;
-Responsible for collating vendor information and sending it to GSSU for vendor creation;  
-Provide timely information to the UNDP for seeking GST reimbursements;
-Monitoring of the balances in the POs followed by the appropriate action;
-Responsible for processing travel claims;
-Maintain documentation and support audit process;
-Maintenance of the proper filing system for finance, HR and procurement records and documents;
-Training of staff on administrative procedures.
 
•Administrative support – travel and event management:
 
-Support organization of workshops, seminars, and Steering Committee meetings in close consultation with the Programme Manager;
-Provide support to the supervisor in designing of presentations;
-Travel arrangement for project team including booking of hotels, local conveyance, etc. 
 
•Programmatic support – documentation:
 
-Provide support in finalization of Annual Work Plan (budget & financial component);
-Follow up with Project personnel on submission and compilation of regular and timely progress reports including quarterly progress reports, Back to Office Reports, Annual Progress Reports etc.
-Provide necessary operational support for implementation of project activities; 
-Maintain project specific documentation and minutes of the important meetings; upload all necessary document in PIMS.
 
•Contract Management
 
-Prepare database of the contracts issued for personnel, procuring goods and services, provide timely alert submission of deliverables and contract expiration & renewals;
-Follow-ups with vendors for timely submission of deliverables and invoices for settlement of payments;
-Support preparation and submission of Procurement Initiation documentation and follow-up with the UNDP procurement unit for issuance of contract;
-Support conduct of vendor evaluation.
-Ensure proper hand over and documentation after contract expiration or separation of team member from project (under all contract types) and maintain documentation of all files and data in this regard.
 
•Asset Management
 
-Prepare and maintain inventory of asset procured under the project including action in UNDP ERP System (ATLAS);
-Facilitate conduct of physical verification of the asset. 
 
•Perform any other tasks assigned from time to time by the Programme Manager. 

Competencies

Job Knowledge
 
•Understanding all aspects of project management.
•Experience of working with Central and/or State Governments/UN and international agencies/ NGOs/ Civil Society on similar assignments will be preferred. 
•Good understanding of financial, administrative and procurement processes of  UN/international agencies will be an added advantage.

Required Skills and Experience

Educational Qualifications
 
•Bachelor’s degree in commerce, financial management, or related field.
•Masters’ degree in the relevant field will be an added advantage.
 
Experience:
 
•At-least 5 years of relevant experience in financial management and general administration, programme support service. 
 
•Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.
 
Language Requirements
 
Fluency in English and Hindi is essential.
 
Remuneration package is Rs.77,809/- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and encourages work life balance.
