VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Agro-Industries Technology division (PTC/AGR/AIT) an integral part of the Department of Agri-Business Development (PTC/AGR). The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT (SAP ID 170246) The project “Improving industrial capacity for poverty reduction in Chengbu, China” is designed to enhance UNIDO’s support to the Government of China on its priority policy to reduce and eradicate poverty, specifically in the county of Chengbu, Hunan Province, through increasing the utilization of agro-based raw materials and improve the industrial capacity for producing goods with higher value added. The expected outcomes of this project are technology upgrading and quality improvements in bamboo and dairy products, improved innovative design capability of ethnic cultural products, and an increase of trade capacity through e-commerce. PROJECT CONTEXT (SAP ID 180122) The project “UNIDO-CFDAIED Centers of Excellence” (CoE) is designed to target the outcome that CFDAIED is upgraded from a training provider to an institution owning the nation-wide harmonized food safety and drug supervision training system and facilitating to recognize local cooperating bodies. The impact shall effectively pave to the promotion and extension of the CoE system to the countries standing interested to South-South Cooperation and/or being part of the “Belt and Road” Initiative so as to facilitate the improvement of their food and drug capacity building and supervision. The 1st project phase serves as inception and preparation for the long-term technical and institutional capacity building to promote the inclusive and sustainable food safety supervision and compliance system. Duty station: Vienna, Austria EOD: 01 August 2019; COB 31 December 2019 (with possibility of extension)

Main Functions

Against the organizational and project context (170246), the Project Administrator will be responsible for: 1. Develop the 2019 work plan against the logical framework of the bamboo and dairy output first, then the handicraft and e-commerce output 2. Finalizate the Terms of Reference (ToR) of the bamboo and dairy subcontract and the Technical Specification (TS) of the equipment to be procured, and facilitate to conclude the subcontracts 3. Facilitate to recruit Field Project Coordinator (FPC) based in Chengbu and establish the UNIDO local project implementing team 4. Communicate and prepare necessary documents with staff at all level at the UNIDO HQs, as well as with UNIDO Office in Beijing and UNIDO local project implementing team, to take prompt and effective actions to proceed with the work plan developed 5. Externally communicate and draft written correspondences with, inter alia, project counterpart(s), bamboo implementing institutes, dairy technical partners, (inter-) national experts, donor, national governmental institutes and Missions, other UN agencies taking actions in Chengbu, to ensure the project and subcontract implementation proceeding as planned, and address emerging issues, when in need, to project manager(s) 6. Prior review and evaluate the personnel reports and weekly project progress reports submitted by the FPC, bamboo subcontract documentation, dairy technical assessment reports etc. to the decision of project manager(s) 7. Monitor the project and subcontract implementation progress of the bamboo and dairy output against the developed ToRs and work plan, and duly report to project manager(s) 8. Prepare for the annual Project Steering Committee (PSC) meetings scheduled in the summer of 2019 9. Develop/Review draft reports according to donor specifications and UNIDO requirements to the decision of project manager(s), including at least: o Technical and financial progress reports; o Any special reports related to priority issues; o Audit and evaluation reports as appropriate. 10. Draft public relations, awareness-raising and promotional material on the project in compliance with the visibility guidelines of UNIDO and project donor 11. Act as interpreter for project related activities when needed 12. Support to project procurement, financial and payment issues, meeting and conference arrangement, mission/travel preparation etc., when needed Against the organizational and project context (180122), the Project Administrator will be responsible for: 1. Develop the 2019 work plan of the inception phase and implementation phase against the project document 2. Support to all the work to kick off the project, including at least, PAD creation, initial technical mission and assessment, ceremony and visibility events/coverage, etc. 3. Communicate and prepare necessary documents with staff at all levels at UNIDO HQs, as well as with UNIDO field office(s), to take prompt and effective actions to proceed with the project implementation 4. Externally communicate and prepare necessary documents with, inter alia, project counterpart, international technical partners and experts, national governmental institute(s) and Missions, to ensure the completion of the inception phase, develop inception report for endorsement, and onward proceed with the project implementation as planned, and duly report to the project manager 5. Facilitate with the human resource management procedure to start the Personnel Exchange Programme 6. Prior review and evaluate the progress reports and technical assessment reports received etc. to the decision of the project manager 7. Prepare for the Project Steering Committee meeting towards the end of the inception phase 8. Develop/review draft reports according to donor specifications and UNIDO requirements, including at least: o Technical and financial progress reports; o Any special reports related to priority issues; o Audit and evaluation reports as appropriate. 9. Draft public relations, awareness-raising and promotional material on the project in compliance with the visibility guidelines of UNIDO and project donor 10. Develop and formulate documents originated from and linked beyond the projects, for instance further food safety improvement proposals, food industrial assessment and development plans, national food safety policy analysis etc., when required 11. Act as interpreter for project related activities when needed 12. Support to project procurement, financial and payment issues, meeting and conference arrangement, mission/travel preparation etc., when needed

Minimum Requirements

Education

Advanced university degree in International Studies, Social Sciences, International Relations, Development Studies or a field relevant to international development assistance.

Languages

Fluent Chinese (Mandarin) speaker and fluent in written and spoken English is required.

Computer Skills

Field of Expertise

• A minimum of 3 years of practical experience in the field of international development, project management and coordination, including experience at the international level involving technical cooperation in developing countries; • Exposure to the needs, conditions and problems in developing countries; • Knowledge and experience of work with local government institutions as well as knowledge of UN procedures would be considered an asset. The candidate will have to show a pro-active attitude, possess excellent communication skills, and be able to work independently, yet possess the ability to interact constructively with both local public and private sector.
