The
Norwegian Refugee Council (NRC) is an independent humanitarian organisation
helping people forced to flee.


We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two.
Today, we work in both new and protracted crises across 31 countries. We
specialise in six areas: food security, education, shelter, legal assistance,
camp management, and water, sanitation and hygiene.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP,
boasts around 1,000 experts from all over the world who can be deployed within
72 hours. Our experts help improve international and local ability to prevent,
prepare for, respond to and recover from crises.


Around 6,000 men and women work for the
Norwegian Refugee Council.
Most of us are hired locally
to work in the field, and a small number are based at our head office in Oslo.
Many of our colleagues were once themselves fleeing their homes.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education.  Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

We are looking for and an experienced project coordinator with legal background to fill the position of an Information Counseling and Legal Assistance (ICLA) Coordinator. Our compensation and benefits include a competitive salary, accommodation, medical insurance and pension.

Requirements:

Experience working in project implementation positions in a humanitarian/recovery contextPrevious experience and knowledge with program development and implementation is required

Strong interpersonal skills and ability to negotiate access with different stakeholders, in addition to implementing legal programme.

Knowledge of the Palestinian context is desirable.

Responsibilities:

  • Develop ICLA area strategies and coordinate the implementation of strategy
  • Coordinate ICLA program implementation (project work plans, spending plans, M&E, synergies) in line with proposals, strategies and donor requirements
  • Contribute to funding proposals, project budgets and donor reports
  • Manage the ICLA Gaza team, recruit new staff when required and support professional development
  • Oversee ICLA Gaza partners and ensure compliance with NRC policies and procedures
  • Contribute to area needs assessments, surveys and information collation on trends in access to justice, legal aid provision, HLP violations and displacement
  • Participate in coordination mechanisms related to ICLA Gaza with donors, authorities and clusters as delegated by PDM/AM
  • Liaise with relevant local and national authorities and stakeholders and represent NRC in relevant fora, as delegated by PDM/AM
  • Contribute to ICLA Gaza advocacy strategy
  • Undertake any other reasonable task assigned by management

  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Gaza
  • Non-family duty station
  • Tax: up to 10%
  • Approved health certificate will be requested before contract start
