The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Technical Livelihood Officer 

Our Ideal Candidate:

Our ideal candidate holds a College/diploma degree or equivalent . Have very good experience with in agricultural systems, innovative agriculture technologies, and has significant experience working with multi sector stakeholders.

We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, and ensuring production systems (e.g. soilless agriculture) are working effectively and that all training and monitoring activities are of a high standard.

In this position, you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.

Role Specific Information

The Livelihoods Technical Officer (TO) will be part of the RAR team (Rural assistance and recovery team).
The TO will support all relevant agricultural programming and specifically focus on activities that promote inclusive value chains and climate smart production. The TO will be responsible for working with NRC’s technical partners in ensuring production systems (e.g. soilless agriculture) are working effectively and that all training and monitoring activities are of a high standard.The Livelihoods Technical Officer will be required to have a strong understanding and knowledge in agricultural systems,innovative agriculture technologies, and has significant experience working with multi sector stakeholders.

Generic responsibilities:

  • Ensure compliance with NRC policies, guidelines and standards.
  • Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
  • Responsible for implementation of technical activities of Core Competency project(s).
  • Responsible for tracking financial expenditures for technical activities of Core Competency project(s).
  • Responsible for technical quality control and monitoring of project activities.
  • Ensure project documentation of technical activities of Core Competency project(s).
  • Provide technical support and capacity building towards project staff.
  • Provide technical analysis and feedback to NRC representatives in coordination forums.
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote the rights of internally displaced/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
  • IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contractors.

Specific responsibilities:

  • Support NRC market assessments, stakeholder mapping, and all relevant information collection with regards to agricultural systems
  • Maintain strong and positive communication with all programme beneficiaries
  • Assist in the design and translation of informative materials as needed, including presentations, handouts, and training
  • Lead community based focus group discussions, household surveys, and key informant interviews
  • Support NRC Monitoring and Evaluation Team in collecting all relevant programme information and ensuring reporting, both donor and internal, is accurate and complete
  • Prepare and develop status reports as required by management

Additional Information:

Contract period: Through to 31 December 2019 (Renewal based on funding and performance)

Salary/benefits: 1347 JOD (subject to social security and Income tax)

Duty station: Mafraq
