Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the following areas covered by five Departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. The position is located in the Regional Office Hub in Egypt (PTC/FLD/ARB/EGY), which is part of the Department of Programmes, Partnerships and Field Integration (PTC/PPF). UNIDO Regional Office Hub in Egypt is responsible for representing the Organization in the host country and promoting UNIDO as an effective partner for development. It is further responsible for supporting, inter alia, formulation and monitoring technical cooperation projects and programmes, in collaboration with UNIDO relevant technical departments and other appropriate organizational units. The Industrial Development Expert works under the supervision and overall guidance of the Director & UNIDO Representative, Regional Office Hub in Egypt (PTC/FLD/ARB/EGY); and in close collaboration with other colleagues in relevant UNIDO Departments and Divisions in HQ to support the mandate of the Regional Office Hub in Egypt to foster youth entrepreneurship, MSME development, inclusive green growth, especially in the country’s lagging behind regions.

PROJECT CONTEXT “Inclusive green growth in Egypt” (170146). The project will contribute to the efforts of the Government of Egypt to boost growth, productivity and job creation in Egypt, while at the same time safeguarding the environment. Concrete actions will be implemented by the project in two governorates in five clusters and value chains related to sectors contributing to the development of a green economy, i.e. sustainable agriculture and food production, waste management, and sustainable energy. MSMEs (micro, small and medium-size enterprise) in the green economy play a crucial role in local economic development, and make use of resources traditionally overlooked and/or wasted. Hence, their development brings about both economic and environmental benefits. The project will support MSMEs to improve productivity, innovation and growth, enhance the employability of young women and men in targeted sectors, and mainstream green growth approaches into government policies and strategies. As a result, more MSMEs will be created in the green economy and existing MSMEs in the green economy will grow. In turn, these MSMEs will create new jobs and will hire adequately educated people. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

The Industrial Development Expert works under the supervision and overall guidance of the Director & UNIDO Representative, Regional Office Hub in Egypt (PTC/FLD/ARB/EGY); and in close collaboration with other colleagues in relevant UNIDO Departments and Divisions in HQ to support the mandate of the Regional Office Hub in Egypt to foster youth entrepreneurship, MSME development, inclusive green growth, especially in the country’s lagging behind regions. Specifically, he/she will perform the following duties: 1. Project Implementation: Coordinates the implementation of the project, supervises and coordinates the work of project consultants, partners and sub-contractors, and it is required that he/she understands project context, client needs, and constraints facing entrepreneurship, MSME development, and green growth in Egypt. Assumes responsibility for the provision of project/programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (work plans, consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring expenditures, preparing financial forecasts and budget revisions, monitoring progress in implementation, including missions to the project sites, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes. Furthermore he/she will supervise and coordinate project communication and knowledge management activities. 2. Project External Relations: Maintains close relationships with all stakeholders involved in the project, including government institutions and international entities, locally-based donor institutions, international financial institutions and regional development banks, the private sector, civil society and academia to establish collaborations and synergies. Acts as focal point for project donors, government and non-government partners. Presents the project, its progress and results to donors and partners, liaises with the Steering Committee members, and ensures timely provision of reports to donors and government. Participates in Egypt’s UNPDF Prosperity Result Group, Libya’s PMT, and other development partners’ meetings on MSMEs. 3. Funds Mobilization: Liaises with locally-based bilateral and multilateral donors, relevant development agencies, international financial institutions and regional development banks to discuss opportunities to collaborate. Contributes to planning funds mobilization strategies and cooperates with other units in-house in mobilizing the funds necessary for project and programme implementation. 4. Project Development: Develops and formulates technical cooperation projects/programmes in the areas of entrepreneurship, MSME development, green growth in Egypt’s strategic productive sectors in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval. Acts as subject matter expert for the Regional Office Hub in Egypt on the above mentioned fields and provides advice to the team members. 5. Global Forum Function: Assists in the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.) and in their running. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO publications and other information dissemination aids and tools. He/she will keep himself/herself abreast of technical and economic development in the fields of entrepreneurship, MSME development, and green growth in Egypt’s strategic productive sectors through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. Participates in international meetings related to standardization, metrology, accreditation and conformity assessment. 6. Performs other special projects and relevant assignments that may be assigned from time to time.

Minimum Requirements

Education

Advanced university level degree in international relations, economics, political science or other relevant disciplines, ideally with focus on economic development.

Languages

Fluency in English required. Working knowledge of other official language(s) of the United Nations, an asset.

Computer Skills

Field of Expertise

A minimum of five years of relevant professional experience, including at the international level involving technical cooperation in developing countries, in the field of industrial and enterprise development. Previous working experience in development projects in Egypt as well as in establishing strategic partnerships with international donors/banks and public-private partnerships and exposure to the UN coordination system at the field level. Proven experience in youth entrepreneurship and MSME development in rural areas, as well as sustainable investment promotion. Experience in all phases of the Project Cycle. Exposure to the needs, conditions and problems in developing countries in relation to UNIDO sectors of intervention. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
