Job Description

Background

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. In Jordan we focus on urban and camp interventions addressing health, protection, economic development, and early childhood development for Syrian refugees and communities. IRC through its health program has been providing essential Primary and Reproductive Health host services to Syrian refugees and vulnerable host communities in Mafraq, Irbid and Zarqa governorates including both urban areas and refugee camps. The IRC has been providing Reproductive Health services in Azraq since October 2017 funded by UNFPA.

The Position

If so, the IRC Azraq Deputy Health manager role, may be the job for you. This is an exciting and significant role that will allow you to support three reproductive health clinics with the delivery of quality healthcare program in Azraq Refugee Camp serving a population of roughly 40,000.

Based in Azraq camp and directly reporting to the Health Manager Camps with technical mentorship from the Health Program Manager. The Deputy Health Manager will be the key focal point for all IRC health operations in Azraq liaising with the Ministry of Health, UNHCR, UNFPA, and other health actors in the camp.

Key responsibilities

Clinic Management and Program Quality

  • Lead the implementation of the UNFPA funded projects and ensure that the set targets are met in time maintaining high quality service provision.
  • Together with the Manager, develop Reproductive Health Care Centre work plans procurement plans, and spending plans are up to date
  • Ensure accurate consumption tracking and ordering of pharmaceuticals
  • Co-chair the Azraq Quality Health Care committee seeking to improve health service provision and overall quality of project implementation
  • Actively lead implementation of RH programming and work the team to ensure that stated goals and objectives are achieved.
  • Lead health focal point for IRC’s client response and feedback mechanism for Azraq clients.

Representation and Coordination

  • Develop and maintain effective working relationships with key partners including donors, government actors, UN agencies, international and local NGOs.
  • Be present and represent IRC at all meetings in relation to the UNFPA funded program at camp level.
  • Facilitate field visits for internal and external partners, when required.
  • Coordinate with other health actors in the camp to ensure referrals of patients to appropriate level of health care in order to receive the needed services, when required and respond to any challenges faced during referrals and take remedial measures

Grants Management:

  • Work closely with the Health Manager Camps to development spending plans, procurement plans, and review Budget vs. Actual expenditure.
  • Ensure the set data collection, data compilation, timely preparation and submission of all external and internal reports, donor’s reports and other associated reports.
  • Preparing monthly activity progress reports highlighting challenges, successes, and lessons learned
  • Contribute health inputs to proposal development and donors’ reporting.

Team Management

  • Actively assess training and capacity building needs of the team and support their technical capacity
  • Provision of overall mentorship to staff on development and management of clinical and training protocol/ guidelines
  • Develop weekly medical staff clinic rotation schedules
  • Conduct mid-year and annual appraisal of team members according to the organization procedures

Key Working Relationships

Position Reports to: Health Manager Camps

Position directly supervises: Doctors, Gynecologists, Midwives, Receptionists, Pharmacists, Health Information Officer, Refferal Officer, and manages volunteers

Indirect Reporting: Health Program Manager

Other Internal and/or external contacts:

Internal: Health Coordinator

External: MOH, UNHCR, UNFPA, IMC, and other health care providers in Azraq refugee camps.


Qualifications

  • Health professional with Bachelors degree and strong public health background or other relevant qualifications.
  • At least 3-5 years’ experience in coordinating, implementing and leading primary health programs in developing countries and/or refugee settings.
  • Experience in writing donors’ reports.
  • Experience in general management including financial and budget management, HR and logistics management.
  • Background in situation analysis, health assessments M&E and program implementation.
  • Flexible, professional, and have the ability work in a challenging environment.
  • Fluent in English and Arabic required.
  • Sound in operating Microsoft Word, Excel, PowerPoint, Outlook and Internet use.

Desirable:

  • Experience working in camp settings
  • Previous experience supporting health programming in limited resource facilities.
  • Experience working with integrated protection and health programming

Working Environment: This position is based in Azraq and may require travel to Mafraq. The security situation in the IRC intervention areas is generally calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
