Under the authority of Director of the Internal Oversight Service (IOS) and the direct supervision of the Head of Internal Audit, the incumbent will undertake audits of the Organization’s activities, including field operations, to assess governance, risk management and internal control arrangements and practices, in accordance with the applicable professional standards and criteria adopted by the Organisation.

 

More specifically, the Auditor will\:

  • Assess the overall risk and control environment;
  • Appraise the economy, efficiency and effectiveness of programmes and administrative/support functions;
  • Review information systems;
  • Test financial transactions and performance data for accuracy and compliance with UNESCO’s regulations, rules, and policies;
  • Prepare audit reports in accordance with IOS quality assurance procedures for final clearance by the Director/IOS;
  • Monitor follow-up actions taken in response to audit recommendations;
  • When investigatory work is assigned, assist in development of the investigative approach and complete work under guidance of the lead investigator;
  • Provide assistance in preparing risk assessments of UNESCO business processes and entities through the review and analysis of financial and operational data from IT systems, reports, interviews and other sources.
  • Assist in developing audit programmes and methodologies for each audit to be undertaken and propose division of duties for members of the audit team;
  • Prepare, in writing, assignment of each audit team member, guide and review their work, including audit working papers, and provide objective performance feedback to each team member on completion of assignment;
  • Support IOS Management in preparing reports on systemic issues or any other analysis related to UNESCO’s programmes and operations, recommending improvements to processes, including cost-saving measures, to enhance the economy, efficiency and effectiveness of UNESCO’s programmes and operations;
  • Provide other support related to IOS mandates as requested by the Director, IOS or the Head of Internal Audit.

 EDUCATION

  • Advanced university degree (Master degree or equivalent) in Auditing, Accounting, Business or Public Administration or other related fields.
  • Professional certification from an internationally recognized accounting or audit body such as CIA, CPA, CISA or equivalent.
WORK EXPERIENCE
  • At least four (4) years of progressively responsible and relevant professional experience in auditing of which 2 years acquired at the international level.

SKILLS/COMPETENCIES

  • Ability to make valuable practice contributions, apply existing knowledge to work and provide advice and support to others.
  • Ability to work independently, with minimum supervision and act on her/his own personal plan.
  • Advanced knowledge of audit theory and practice, including principles and practical implementation of internal control, enterprise risk management and corporate governance issues.
  • Strong coordination and analytical skills with ability to collect, synthesise, and analyse complex technical materials (including data) and make concise, relevant recommendations.
  • Excellent interpersonal and communication (oral and written) skills, with proven ability to draft clearly and concisely.
  • Ability to work effectively in a team and to maintain effective working relations in a multicultural environment.
  • Ability to improve performance and satisfaction, embrace extra responsibility, build team morale & consensus and provide constructive feedback.  


LANGUAGES

  • English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of English and good working knowledge of French is required.
