Background

UNDP Pakistan Country Office has began implementing its new Country Programme covering the period 2018-2022 and with an estimated development budget of $50 million/year, striving to deliver programme portfolio that is responsive to the multiple and complex development challenges that Pakistan faces. UNDP works in 4 main programme areas, namely Governance, Community Recovery & Rehabilitation, Environment & Climate Change, and Development Policy & SDGs.

Under the direct supervision of the Results-Based Management (RMB) Analyst / Head of the Management Support Unit,  the RBM Associate provides technical support on planning and result based management strategies for the Country Office as it relates to programme matters. In close collaboration with Programme Unit, s/he also provides support to the Country Office’s strategic planning and RBM, monitoring of results and delivery and evaluation policy.

The incumbent is also entrusted with supporting a complete, effective and transparent management of programme financial resources and the effective application of the cost recovery policy; the implementation of policies and evaluation strategies as well as the integrity and quality of programme goods and services. 

The RBM Associate supports providing a cooperation approach, team work, compliance to the internal control framework and client oriented management based on results, principles per UNDP norms and regulations.

S/he also supports the effective implementation of the planning, monitoring and reporting, and quality control policy, and  Monitoring & Evaluation  requirements for the Country Programme and projects with a view to identify good practice and lessons learned from programme interventions.

The RBM Associate supports the Programme and Operations Units as well as projects’ teams and maintains contact with different units at UNDP Headquarters and Regional Hub performing research and seeking guidance, orientation and alternatives and innovative solutions in  supporting the facilitation of the thematic wide results-based management strategy.

Duties and Responsibilities

Summary of Key Functions:

  • Supports and provides inputs to the generation, and socialization of knowledge management products providing inputs regarding corporate standards on strategic planning and results based management.

1. Support the strategic planning of the CO, with special emphasis in efficient management of the country programme and projects with an approach to achieving the following results:

  • Supports the preparation and updates to the annual Integrated Work Plans and new high impact solutions to support improved management.
  • Observes compliance with corporate guidelines and corporative planning tools and RBM framework
  • Monitors the implementation of the internal Standard Operating Procedures for the programme area in consultation with office management.
  • Supports in the analysis and Monitoring of the financial delivery of the programme;
  • Supports the monitoring of performance indicators in the different dimensions of the Balanced Score Card.
  • As Atlas focal point for the above, provides support to the use of Atlas functionality for follow up and improvement of business results and client services.

2. Prepares draft correspondence to implementing partners regarding substantive programmatic issues and M&E, planning, audit and evaluation policy matters. ​Supports the implementation of monitoring and reporting policies and strategies, focusing on achievement of the following results:

  • Provides support to all CO planning exercises ensuring compliance with multiple procedures and funding lines requirements.
  • Tracking of country programme results and annual IWP, supporting the assessment of overall programme results implementation with respect to programme and projects objectives, outputs and indicators;
  • Effective troubleshooting support to implementing partners based on results of monitoring, when necessary; supports implementing partners in monitoring and reporting policies, procedures and practices;
  • Supports the preparation of drafts reports and data to external stakeholders on progress made and impacts delivered;
  • Follows corporate mechanisms to track use of RBM tools.
  • Supports the preparation of the Results Oriented Annual Report (ROAR)
  • Support the process of  monitoring and entry in the (Entreprise Risk Management- ERM) following instructions from Management.

3.Supports the implementation of a resource mobilization strategy; supports the effective application of cost recovery policy; HACT implementation; and, effective application, follow-up and monitoring of a budget strategy oriented towards the sustainability of the office.
 

  •  Assists in preliminary research towards the identification of business opportunities.
  • Supports the effective development, implementation and follow-up of the programme portfolio in the approval phase and project tree in ATLAS.
  •  Supports financial management through planning, guide and resource control tools.  Counseling and monitoring of project budgets and development programme.
  • Analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts.
  • Track and reporting on mobilized resources.
  • Liaises with donor and partner counterparts on the implementation of common initiatives and projects.
  • Provides continuous support to HACT implementation, including preparation of HACT assurance plan, spot checks, monitoring visits, audit exercises.
  •  Provides support to all CO management, programme and project audit exercises.

 4.Supports the implementation of policies and evaluation strategies  emphasizing on the following results:

  • Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations.
  • Provides support in the preparation of and inputs to the evaluation workplan, analysis and proposals on topics, and projects/programme to be evaluated.
  • Supports the promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
  • Support the management of the Results Management Tool and the Results Management GOAL.

5. Supports the provision of knowledge management products regarding corporate standards on strategic planning, results based management, with an approach on the achievement of the following results:

  • Compiles, research and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Supports the facilitatation of knowledge building through identification, analysis and codification of best practices and lessons learnt in the areas of priority outlined in the CPD as well as transversal issues as provided by the Programme Unit;
  • Supports the provision of guidance regarding norms, application, procedures, and regulations.
  • Organization and facilitation of trainings for the operations/ projects staff on RBM/ and and Monitoring and Evaluation of programme interventions

Required Skills and Experience

Education & Qualification

  • Secondary Education.
  • Specialized M & E training desirable.
  • University Degree on Business/Public Administration or Economics would be desirable, but it is not a requirement.
  • 7 years of relevant working experience (4 years of relevant experience if in possession of a bachelor’s degree) in Monitoring and Evaluation and Results Based Management is required at the national or international level.
  • Proven experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc), experience in handling of web-based management systems is required.

Language Requirements:
Fluency in written and spoken English and local language of the duty station. Other official language of the UN will be desirable
