SCA Background:

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

Disability Programme is a Swedish Committee for Afghanistan (SCA) disability programme working for the full inclusion of Person with Disabilities in the society through provision of services; such as physical rehabilitations, vocational training, and access to loan for their economic independence. DP program provides preparatory education for children with disabilities with the aim of preparing them for inclusion in mainstream schools. DP is running awareness rising activities towards the family and community members about the right and need of Person with Disabilities. DP is working for the institutional capacity building of Disabled People Organizations (DPOs), professional associations, and disability sector NGOs. This programme also advocates towards the Governments for inclusion of disability and disabled people right to education, health, employment in their policies and strategies.

The DP programme is managed by a Programme Management Unit in Kabul Management Office and by four Project Offices: Ghazni, Jalalabad, Mazar-e-Sharif, and Taloqan. The Programme covers 46 districts in 13 Provinces of the country.

Qualifications & Requirements:

Bachelor’s degree in Sociology, Education or equivalent in the related field
3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organization. Experience in conducting trainings is a must. Experience in disability or disability organization is advantaged.
Computer skill at operator level, especially with MS Office packages.
Fluency in English and Dari and/or Pashto, both written and spoken
Interpersonal and communication skills
Team worker, analytical, and troubleshooting skills
Experience of planning, reporting and budgeting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
Honest, proactive and well mannered.
To be Afghan National.
Ability to conduct the training for male& female in to the society and governmental staffs.

Main Responsibilities:

Technical Tasks

Train and advice CBR-workers for the effective implementation of mobilization and advocacy strategy
Develop training action plan on monthly or quarterly basis
Collect, design, produce and update appropriate CBR, DAAB and Gender & Human Rights resource material to be used in trainings which also should be shared with other Disability projects
Inform RMO Service Unit about practical arrangement of trainings, workshops and seminars
Select appropriate and useful method of training at different level
Compile and keep copy of all training material, plans, schedules prepared and conducted within the project and provide CBR senior supervisor with accurate and up-to-date information in this regard on monthly basis
Establish and strengthen networks with other training resources and organizations working in social integration at regional level
Conduct preliminary disability informative training course for DoLSAMDs and other interested groups of people such as health workers (CHW), midwife and teachers
Follow up all trained people on their duty station to determine effectiveness of training conducted.
Make special attempts to link needs and activities to various Community Development Councils at village level through an active cooperation with the facilitating partner of the National Solidarity Programme in the province
Work to ensure that the Program incorporates M&E results and lessons learnt from field operations to improve and develop program implementation strategies, methodologies, and results
To do need assessment in terms of various trainings for RAD target groups 
Collect and disseminate good practice regarding special & inclusive education on a local, national and international level

Financial Tasks:

To assist the senior supervisor CBR and Disability Project Manager in the budget preparations, follow up, revisions and to secure accountable practices according to financial regulations

Training Tasks:

Conduct training to community members about source and transition of diseases, and prevention.
Train CBRW to help them Improve personal hygiene of HBT/E cases, PERC and VPEC trainees and effectively utilize the health education materials such as toilet soap, nail cutter and wooden brush.
Transfer knowledge, skills and experience of CBR to community members, family trainer, and Community Volunteers through training and meeting.
Aware community people about vaccine, potable water, breast feeding and additional food to children.

Tasks of inter organizational relation:

Promote gender equality, non-discrimination with regard to ethnic, political and religious background
To participate actively in workshops, seminars & conference organized by the SCA management
Promotes good coordination with other SCA projects, all RMOs units and other units/departments at RMOs and KMO especially Disability MU with regard to project planning, budgeting and other related issues.
Promotes good coordination with other SCA projects Finance and Support units.

Tasks of relation with external agencies:

Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders, especially with DOE, DEDs
To participate actively in ensuring broad understanding and acceptance by local communities of the Disability projects and SCA in general
To actively ensure community participation in DISABILITY PROGRAMME project.

Miscellaneous Tasks:

To actively contribute to the successful development and good reputation of the SCA
To do any other duties assigned by the Head of Community Development or designated Field Supervisor.

Promote gender equality, non-discrimination with regard to ethnic, political and religious background
To participate actively in workshops, seminars & conference organised by the SCA management
Promotes good coordination with other SCA projects, all PO units and other units/department at KMO especially RAD MU with regard to project planning, budgeting and other related issues.

Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders
To participate actively in ensuring broad understanding and acceptance by local communities of the DP projects and SCA in general
