Position Overview

Pact is recruiting for a Deputy Project Director for an upcoming global project – Expanding Health Partnerships (EHP) under USAID’s existing New Partners Initiative Global Health Annual Program Statement (NPI GH APS) whose goal is to reach and sustain efforts to address health priorities to prevent child and maternal deaths, control the HIV/AIDS epidemic and combat infectious diseases globally. The project will aim to foster local partnerships to strengthen health services for improved accessibility, affordability, replicability, and/or accountability in support of improved health outcomes.

The Deputy Project Director will support the Project Director to provide technical leadership and oversight for the overall project, including operational considerations for country-based programming with an eye towards human resources, knowledge management, finance, compliance, transparency and accountability. S/he will provide strategic planning leadership to operationalize the global platform of the program and support country-specific start-ups and close-downs. S/he will track the budget to ensure that spending is in-line with projections and the workplan. S/he will ensure that technical targets are in line with the available budget. This position is contingent upon award.

Key Responsibilities

• Work closely with the Project Director to provide overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve expected results.
• Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of local partners toward direct funding from USAID, while maintaining quality health services.
• Lead the coordination and integration of technical approaches under all three project result areas, including the design of project knowledge management and information sharing mechanisms.
• Lead the technical and contextual adaptation of Pact’s CD tools and approaches, with an eye towards transitioning local organizations to direct donor funding, including Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), network analysis, and institutional strengthening plans.
• Responsible for day-to-day monitoring implementation of CD activities of the program’s global portfolio by mentoring technical teams in the field, ensuring adherence to targets, timelines, budget management and achievement of objectives.
• Lead/coordinate strategy development, implementation, and monitoring of all project activities concerning CD, including the integration of technical approaches into the project’s Subaward Mechanisms, in collaboration with the Project Subawards Director.
• Contribute to project planning (i.e., development of work plans and operating budget) and work closely with the Project Director to collaborate with and report to USAID.
• In coordination with the Monitoring and Evaluation Lead, facilitate data collection and knowledge management from all country-based programs.
• Provide managerial and operational oversight of at least one of the project’s Regional Offices.
• As required, serve as Acting Project Director.

Basic Requirements

• Bachelor's Degree in public health, international development, business management, public administration, or a related field. Master's preferred.
• At least 11 years of program management experience in public health, international development or a related field (or 9 years with a Master’s degree).
• Excellent grasp of participatory CD methodologies.
• Excellent facilitation and training skills in a variety of health and organizational development topics.
• Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics
• Demonstrated track record of successfully building and effectively managing diverse teams of employees.
• Critical thinker with a can-do approach to problem solving, disaggregating large/ complex problems to identify underlying drivers and critical nuances
• Demonstrated effective interpersonal and creative problem-solving skills.
• Demonstrated ethical management practices.
• Professional-level English language skills (written and oral).
• Ability to travel internationally about 20-30% of the time.
• Regionally based position, host country nationals encouraged to apply.
