BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The magnitude, and the protracted nature, of the refugee crisis in the West Nile and Acholi Sub Regions; its impact on both the refugee and host communities; the limited options available to end the crisis; and the variable access to those in need, all demand an integrated and sustainable approach to minimise the possibility of a deterioration in the food and nutrition security of those affected by the crisis. This can be done by reinforcing existing household and community crisis-prevention strategies and introducing livelihoods alternatives that can help to build long-term resilience.

In addition, WFP in Uganda in at the inception phase of a social protection programme whose overarching philosophy is to pursue its objectives not by creating new programmes and systems, but by strengthening and complementing existing, national social protection and health programmes and systems, with a strong focus on making such systems more efficient and effective and more child- and nutrition sensitive. This approach seeks not only to make programme results sustainable, but also to help leverage the efforts and resources of these national programmes, services and systems to achieve enhanced results, in particular in terms of resilience, health and nutrition.

KEY ACCOUNTABILITIES/ RESPONSIBILITIES:
  • Analysis: Using secondary data, and in collaboration with technical lead staff in the Country Office(CO), and Area Office (AO) undertake a thorough analysis of household and community livelihoods strategies, and the factors that help to bolster the resilience of those communities, both host and refugee, in the host districts b) In collaboration with relevant CO and AO technical staff, design and lead a qualitative research exercise with households, communities and key informants to understand the factors that contribute to a resilient livelihoods in host and refugee communities, and to inform programme design to support and enhance those resilience strategies
  • Regional assessment: Conduct a political economy analysis of livelihoods support and social protection in the region to identify the opportunities and threats to the success of the approach and undertake a review of livelihoods, social protection and market options available in the region;
  • Programme implementation and partnership: Provide technical support for the implementation of the menu of resilience and social protection programmes currently, or about to be, implemented in Northern Uganda; develop a partnership and support approach for relevant line department officials responsible for livelihoods development in the District Local Governments  (DLG) of the host districts; in partnership with sister UN agencies (in particular UNICEF and FAO),  and with the support of relevant CO  and AO technical staff, develop approaches to the support of DLG for the implementation of existing and new livelihoods and social protection measures for the host and refugee populations of the two sub-regions; In collaboration with implementing partner and collaborating NGOs, monitor the management and delivery of livelihoods support programmes funded by WFP or its donors.
  • District Local Government (DLG) engagement: Further improve the effectiveness of the Social Protection programmes in the DLGs to foster investment by poor families in human capital accumulation and develop a structured system for assisting vulnerable groups;

  • Training; With HR and the Head of AO, conduct a technical skills audit of existing AO staff. In collaboration with CO and AO technical staff, devise and carry out new and/or refresher training modules for WFP, DLG and implementing partner staff in participatory qualitative and quantitative research, using both established and new methodologies;
  • Monitoring for impact and outcomes; In collaboration with CO and AO technical staff, devise and carry out new and/or refresher training modules for WFP, DLG and implementing partner staff to monitor the impact and outcomes of interventions led or funded by WFP and its donors; Manage regular exercises to monitor progress towards achieving both project impact and contributing to strategic outcomes;
  • Reporting'; Ensure internal reporting deadlines are met;  ensure that donor reporting requirements are met in a timely manner and that quality reports are prepared in the correct format; and
  • Donor liaison; Prepare funding proposals for existing or new resilient livelihoods and social protection projects; n association with the Head of Area Office, CO staff and, where appropriate, DLG and implementing partners, prepare and host donor monitoring visits to project areas; Where appropriate, propose and host donor officials’ participation in participatory research exercises with host and refugee populations.
DELIVERABLES AT THE END OF THE ASSIGNMENT

1)  Inception Report of the resilient livehoods and social protection projects

2)  Capacity Assessment Plan and tools

3)  Stakeholder consultations in host districts and reports;

5)  Report on programme design, implementaton and coordination;

6)  Guidelines and standards for programme improvement; and

7)  Design of DLGs' integrated social protection models.            

QUALIFCATIONS AND EXPERIENCE REQUIRED
Education             

Advanced degree in development studies or equivalent

Experience A proven track record in the design and management of emergency and development  programmes with effective social protection components;

Strong general analytical skills;

Proven experience of working in partnership with government departments and/or humanitarian and development actors

QUALIFICATIONS AND EXPERIENCE REQUIRED (Continued)
Knowledge and skills Strong general analytical skills;

Demonstratable skills in livelihoods analysis, social protection and programme development;

A good understanding of household livelihoods strategies and their support;

Familiarity with resilience aand social protection frameworks, and their translation into practice;

Experience in donor liaison, project proposal development and donor reporting;

Experience in conflict and post-conflict environments.

Language Fluent oral and written english.
