The Public Partnerships Division (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and inter-governmental actors around the world. The Division is doing this by positioning children's rights in the intergovernmental and multilateral fora and engaging with governments and public institutions as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.
As part of UNICEF’s Public Partnerships Division, the Partnerships Office in Seoul is responsible for strengthening partnership and relationship management with the Government of the Republic of Korea. The Office works closely with the Ministry of Foreign Affairs, Korea International Cooperation Agency (KOICA), Seoul Metropolitan Government, and the Korean Parliamentarian Friends of UNICEF (KPFU), among other government bodies.

How can you make a difference?

Under the supervision and guidance of the Head of Office, the Administrative and Finance Assistant will manage the operational functions of a small country/area office, which includes:
a. Budget/expenditure management, and
b. Administrative support

Budget/expenditure management  

  • Monitors budgets and financial expenditures through VISION, ensuring compliance with UNICEF rules and regulations. Monitor the utilization of all financial input requisitions and report to the Head of Office for necessary adjustments (over-utilization, shortage of funds, etc.). Act as a House Bank focal point/account management.
  • Provide support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.
  • Prepare and maintain records, documents and control plans for the budget implementation monitoring.
  • Bank reconciliation management/recording.
  • Oversee, monitor and process the invoices from vendors. Manage the vendor registration/lists. Respond to client transaction status and other inquiries. Collect invoices and filing documents for approval and, thereafter processing in VISION.
  • Perform other duties, as required.

 

Administrative support 

  • Provide travel assistance. Brief/de-brief staff on administrative matters such as visas, security clearance, and documentation procedures. Record/issue Travel Authorization. Assists in the preparation of budgets on travel costs and maintain travel plan and budgetary control records. Monitor travel certification and report back to the team.
  • Facilitate the recruitment of staff, consultants and interns. This includes VA drafting, uploading TOR in VISION, advertisement of the post, first-line application screener, written-test drafting, coordinate interview panel, report drafting, and assist in onboarding and contract extensions. Maintain up-to-date vendor lists, partners, and consultant rosters.
  • Maintain inventory, arrange for the purchase and timely distribution of office supplies. Verify and process goods receipts on PO and contracts in accordance with established guidelines. Monitor and supervise adequate and appropriate use of supplies.
  • Provide secretarial support to the Head of Office. Arrange appointments and maintain the Head of Office's calendar, receive visitors, place and screen telephone calls. Provide mail and pouch support. Maintain contact lists. Arrange meetings, take minutes and/or notes of meetings. Prepare informal translations and may act as interpreter when necessary.
  • Ensure accurate and prompt filing for both analog and digital correspondences and documents, ensuring that all documents to be located and filed have been seen by relevant staff and have undergone necessary actions.
  • Serve as the security focal point of the office and maintain and implement the business continuity plan.
  • Supports events and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts. Arranges times through liaising with participants over availability.
  • Provide logistics support for UNICEF staff visiting Seoul from the headquarters and other office. Support in invitation letters, accommodation arrangements, etc. Prepare admin note.
  • Assist in ensuring efficient and conducive IT environment with support from the Global Help Desk. Provide on-site trouble-shooting, if possible.
  • Perform other duties, as required.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required. Technical or university courses related to business administration, accounting and finance and/or related office management is an asset.
  • A minimum of five years of progressively responsible work experience in administrative support, finances and HR.
  • Passing of the GGST (Global General Service Test UN ASAT) exam is an asset, although not a mandatory requirement.
  • Knowledge of protocol is preferred. Experience in international working environment is preferred.
  • Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint; knowledge of integrated management information systems required. Knowledge of accounting and finance softwares would be an asset.
  • Fluency in English and Korean (written & verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is desirable.
