We Effect is recruiting a Regional Programme Manager, Lusaka

We Effect, Regional Office of Southern Africa (ROSA), is looking for a dynamic and passionate Regional Programme Officer (RPO) with experience from the cotton sector to manage and coordinate the implementation of the Sustainable Cotton for Women and Youth Empowerment project. The RPO will be responsible for ensuring compliance by We Effect and its partner organisations to the grant agreement and We Effects policies, strategies and quality requirements. The RPO will play a key role in ensuring technical support to We Effect’s partner organisations and for the successful scale up of operations; ensure representation with all relevant stakeholders. 

Main responsibilities include

• Program strategy and management;

• Financial management;

• Program support management;

• Representation and communication; and

• Other responsibilities as assigned.

About the Candidate

As Regional Programme Manager you are mature in your profession and able to work independently, provide leadership to the team and to adapt your approach and priorities. You have excellent interpersonal skills and demonstrated ability to establish effective working relations with partner organisations, staff and other stakeholders. You need to have excellent organisational, scheduling and planning skills and ability to meet deadlines. As a person you are positive and curious, you enjoy new challenges and finding ways of solving or pre-empting problems. You share We Effect’s vision of a sustainable and just world free from poverty.

Qualification requirements

• Relevant academic degree in Business Management, Administration, Agriculture, Economics, or related field

• At least seven (7) years’ experience of Programme/Project management including, but not limited to Swedish International Development Cooperation Agency (Sida)

• At least seven years’ experience of working in Southern Africa 

• Good knowledge of methods and methodologies for planning, monitoring and learning for scaling up 

• Knowledge and experience of management of business, marketing and sales in general and in particular in the agricultural sector

• Experience of organisational development to form viable sustainable organisations in particular in the cooperative sector and with women-led organisations 

• Experience of value chain development and inclusion of small-scale farmers in agricultural value chains in general and in export in particular

• Experience of gender mainstreaming or gender transformative programming

• Excellent oral and written English communication skills. 

Beneficial qualifications

• Experience of certification schemes in agriculture 

• Experience from decent job creation as defined by International Labour Organisation (ILO)

• Experience from applying a Human Rights Based Approach 

• Experience of working on environment, climate change or resilience 

• Proficiency in Portuguese

• Proficiency in one or more local language from Southern Africa region
