International consultancy to support MoH conduct SQUEAC coverage surveys for the Integrated Management of Acute Malnutrition in Consistently high burden sites

How can you make a difference?

i. General Objectives

- To develop the skills of key MoH nutrition staff in conducting access and coverage survey using Semi Qualitative Evaluation of Access and Coverage (SQUEAC) methodology.

- To evaluate access and coverage of Integrated Management of Acute Malnutrition (IMAM) program using SQUEAC methodology in three IDP camps in Somalia.

ii. Specific Objectives

- Enhance competencies of MoH and other stakeholder’s technical staffs in SQUEAC methodology

- To map out both period and point coverage in the target areas

- Identify factors affecting uptake of the IMAM services in Galkacyo, Dolow and Mogadishu IDP camps.

- Develop in collaboration with MoH, UNICEF, WFP and the nutrition cluster specific recommendations to improve acceptance and coverage of the IMAM programme.

To achieve the above-mentioned objective, the consultant will undertake the following:

  1. Knowledge consolidation through desk review of available materials on previous SQUEAC surveys conducted by stakeholders
  2. Develop standard SQUEAC training modules for MoH staff and stakeholders
  3. Develop SQUEAC survey methodology with a representative sample and present it to the Assessment and Information Management Working Group (AIMWG) for vetting and clearance
  4. b) Supervise survey (survey planning, data collection, analysis and reporting) in all the targeted areas

Duration of consultancy 

The proposed field work will last for 21 working days (including training and technical support).

Expected output

The consultant should deliver the following at the end of the assignment;

1) One SQUEAC (print-ready electronic format) training package for MoH and stakeholder technical staff

2) One training report (electronic format) of the national SQUEAC team with a list of names of staff trained and an assessment of their various capacities to deliver independently

2) One SQUEAC survey report (print-ready electronic format) clearly articulating feasible and realistic recommendations for action

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in statistics, evaluation, public health or program monitoring is required. 
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Proven experience of a minimum of eight (8) years of conducting community-based studies including coverage surveys such as SQUEAC/SLEAC
  • The consultant is required to mention the dates and locations where the experience of conducting coverage surveys was demonstrated and append proof as applicable
  • Knowledge in designing and implementing IMAM and IYCF programs
  • Effective communication skills, able to effectively present information clearly and respond appropriately to questions from Government, UN and NGO staff and other relevant stakeholders
  • Strong supervisory and organizational skills. Ability to work on own initiative and meet tight deadlines
  • Able to cope with stressful circumstances and hardships; patience and flexibility and willingness to work additional hours in order to meet tight deadlines
  • Language(s) Fluent in Writing, Listening and Speaking English
