UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.

The GSSC at UNICEF was established in 2015 and is staffed with over 300 professionals from around the world. The staff at the GSSC are highly educated, young professionals many of whom are new to the UN and UNICEF. They have been eager to learn the new skills needed to perform their tasks and participate in comprehensive learning to achieve that goal.

This consultancy is perfect for a young professional early in their career as the role will work with a senior consultant to provide courseware, training materials, e-learning modules, instructor guides, for staff at the GSSC as well as UNICEF-wide global learning using Adobe Captivate and other e-learning tools.

The work will be as follows:

  • Design and develop learning modules
  • Create student exercises using software simulation
  • Work with Subject Matter Experts (SMEs) as needed

This will involve:

Under the direction of the Learning and Development Specialist, the consultant will:

  • Create new learning content using e-learning authoring tools.
  • Work with section SMEs to develop training outline for new staff
  • Collaborate with existing consultant on upgrading existing training modules

To qualify as an advocate for every child you will have...

  • This a national consultancy for only those who have work permission in Hungary. Applicant must prove eligibility to work in Hungary, if applicant is non-Hungarian citizen (copy of passport in case of EU citizens; work visa in case of non-EU citizens). We will NOT provide visa assistance.
  • We will only consider candidates with a quoted rate up to 120 USD per day maximum.

Applicant must meet the following criteria:  

  • Knowledge and experience in e-learning authoring tools, for example, Captivate, Storyline
  • Technical knowledge in tools similar to Photoshop, Camtasia, Adobe Premiere, Storyline, Videoscribe, etc. 
  • Advanced English language skills 
  • Good analytical and communication skills 
  • Ability to work well in a team

Application Instructions

The proposing service provider must include the following attachments in their submission:

  • CV detailing education background and relevant experience
  • Financial proposal indicating the daily rate for delivery of services (based on an hourly rate). This rate should be expressed in either Hungarian Forints or USD (NET + VAT, if applicable). Please be certain to specify the exact amount.
  • Document to prove eligibility to work in Hungary, if applicant is non-Hungarian citizen (copy of passport in case of EU citizens; work visa in case of non-EU citizens).
  • Sample of learning curriculum for review (preferably in Adobe Captivate)
  • At least two letters of reference regarding candidates experience in course development

Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts.

Location and duration

The consultant will work at the GSSC premises, in Budapest, Hungary, under the supervision of the Learning and Development Specialist. The duration is 6 months.

Normal working hours for this consultancy shall be 8 working hours per day, 5 days per week, although flexible hours can be arranged with agreement of the project supervisor.

Evaluation Criteria

Passing total score for Technical Evaluation is 70 points:

  • Knowledge and experience in e-learning authoring tools (35 points)
  • Technical knowledge with other tools; e.g., Photoshop, Adobe Premier, etc. (30 points)
  • UN/UNICEF knowledge (5 points)

Passing score for Technical Evaluation is 40 points. Candidates meeting technical requirements will be evaluated based on value for money of Financial Proposal.

Payment information

The terms of payment are net 30 days, after receipt of invoice and acceptance of work. Payment will be affected on a monthly basis by bank transfer in the currency of billing.

Individual consultants are not a standard employment arrangement, as payments will be made based on invoices submitted by the consultants on a monthly basis. Individual consultants are entirely responsible for the payment of all insurances, taxes, other contributions payable by the consultant on the payments made by UNICEF to the consultant for his invoices issued under this contract.

Terms of employment

Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.

The consultant is responsible for arranging, at their own expense, life, health, and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
