The Organisation for the Prohibition of Chemical Weapons is the implementing body for the Chemical Weapons Convention, which entered into force on 29 April 1997. The OPCW, with its 193 Member States, oversees the global endeavor to permanently and verifiably eliminate chemical weapons.



The ultimate aim of the OPCW is to achieve our vision of a world free of chemical weapons in which chemistry is used for peace, progress, and prosperity, and to contribute to international security and stability, general and complete disarmament, and global economic development. Under the OPCW's oversight 96% of the chemical weapons stockpiles declared by possessor States have been verifably destroyed.

Responsibilities


Job Summary


You have a good knowledge of programme management including management of voluntary funding projects while using your strong negotiation skills.


This role is centered around coordinating cooperation between the European Union (EU) and the OPCW focusing on management of voluntary contributions.


As the EU Trust Fund Coordinator you will take a leading role in overseeing the implementation of programmes and utilization of voluntary contributions. This role also includes monitoring and reporting responsibilities towards the donor.


Main Responsibilities


In this role you will lead OPCW-EU project coordination, providing outreach, advice, oversight, and reporting related to the development and implementation of major programmes financed from EU voluntary funding. You will work closely with Budget and Finance Branch and Programme Managers. You will coordinate cooperation between the EU and the OPCW. You will be in charge of management of multi-million voluntary contributions. You will also analyse funding requirements in view of EU policies to optimize opportunities for OPCW-EU cooperation. It will be your task to foster strong working relations with the EU. You will be responsible for providing cross-cutting advice on EU voluntary contribution issues and guidance and support in the formulation of EU project proposals.


You will also be responsible for:



  • Conducting negotiations with the EU. 

  • Preparing donor agreements.

  • Managing and maintaining oversight of EU voluntary contributions.

  • Ensuring compliance with expectations and requirements with regard to EU-funded projects.

  • Monitoring the status of implementation of projects and issuing financial status reports to support decision-making.

Qualifications and Experience


Education


You need an advanced degree in Engineering, Science and Technology, Business Administration, International Relations/Security, Public Administration, or related field.


A first level university degree or equivalent in combination with qualifying experience (minimum 12 years) may be accepted in lieu of an advanced university degree.


Profound knowledge of EU decision-making, project management and funding processes.


It is desirable to have knowledge of financial management and knowledge of the Chemical Weapons Convention and activities of the OPCW.


Knowledge and Experience


For this post it is essential to have at least ten years’ experience relating to programme management, including activities related to the preparation of programme budgets and the preparation/assessment of project reports. Experience working in a multilateral environment is desirable, as is experience cooperating with the EU.


Skills and Competencies


To succeed in this role you will need strong leadership abilities, including the capacity to effectively lead processes cross-organisationally with vision and persuasion. You need to be a strong negotiator. You will also need knowledge of international organisations and their practices, in particular the EU and EU project management guidelines. You will need knowledge of project management, results-based management and logical framework methodologies. You are able to work harmoniously with people in an international environment as well as maintain confidentiality.


Other skills and competencies (amongst others) we are looking for are:



  • Excellent communication skills and the ability to draft and edit documents and reports.

  • Analytical skills with regard to analysing developments and trends and the ability to conceive and apply original ideas.

  • Flexibility, tact and discretion.

  • Knowledge of and familiarity with international treaties, specifically the Chemical Weapons Convention, is desirable.


Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
