Background & Rationale

Brazil is the fifth country with the largest population and territorial extension in the world, with 201.5 million people, of which 57 million are children and adolescents. Children represent more than a third of the country's 821,000 indigenous people. Violence is one of the issues that most severely affects the lives of adolescents in Brazil. Every day, 31 boys and girls aged 10-19 are victims of homicide in the country.

The lives of these teenagers are marked by different types of rights violations, including racial discrimination. More than 70% of victims are of African descent. This violence is reproduced in the virtual environment. According to ICT Kids Online 2017 (produced by the Brazilian Internet Safety Committee using the LSE methodology), 39% of internet users ages 9 to 17 have seen someone being a victim of online discrimination. The most frequent types of discrimination reported are: racial issues (26%), physical appearance (16%) and sexual orientation (14%).

UNICEF's Country Program in Brazil focuses on reducing online inequalities and on three major territories: the Semiarid, the Amazon, and the poorer areas in major urban centers such as Rio de Janeiro and Sao Paulo.

The participation of adolescents is a right and the results of this consultancy will impact the outcome 4 (Outcome 4 Engaged citizenry and participation: By 2021, engaged citizens, including boys, girls and families, millennials, individual donors and private sector partners, are driving public action for the realization of children’s rights - 4.3 adolescents engagement) of the Country Program 2017-2021. Its goal and indicator is to mobilize adolescents and increase their knowledge and the inclusion of adolescents in decision-making processes.

In this context, UNICEF has developed a partnership to implement a new project to improve self-esteem and self-confidence with the body among adolescents. For that, UNICEF is holding conversation circles with the participation of adolescents from various regions of the country.

For the region of the Amazon Territory (TAM) the goal is to hold 5 rounds of conversation about self-esteem and self-confidence with the body, listening to, at least, 175 adolescents at the poles: Polo 1 - Manaus (covers Manaus and Boa Vista, Roraima);

Polo 2 - Belém (covers Belém and Palmas, Tocantins);

Pole 3 (covers São Luis).

PURPOSE

The purpose of this consultancy is to collect data on the perspective of girls and boys on self-esteem and self-confidence with the body from the rounds of conversation with adolescents. The result of the rounds of conversation will give subsidies for the construction of a chatbot that aims to contribute to the improvement of the self esteem and self confidence with the body among teenagers.

Workshop Objectives:

The workshops with listening to adolescents will be held in a conversation format covering the following topics:

  • Family, friendships and relationships
  • Teasing and bullying
  • Talking about appearance
  • Media and celebrities
  • Competing and comparing appearances
  • Respecting and taking care of yourself

The roadmap to be used in the workshops will be made available by UNICEF and should be followed in all workshops. There is flexibility for adaptation, but core questions must be answered before the results can be compared. It will also be important to collect information on topics such as gender, race / ethnicity, specific age group clippings, sexual orientation, region, disability, and school background.

 

The specific objectives are:

  • To map key issues that positively or negatively affect self-esteem and self-confidence with the body among adolescents
  • To generate subsidies for building a chatbot that contributes to the improvement of self-esteem and body confidence among adolescents.
  • To mobilize adolescents in cities and / or states to strengthen their participation in UNICEF networks.

Workshop Attendees:

• POLO 1: 70 Participants. Of which: 35 in Manaus (teenagers from Manaus networks, NGOs and projects) and 35 in Boa Vista (teenagers from NUCAS - centers of citizenship of adolescents - from Roraima municipalities that are in the UNICEF Seal).

• POLO 2: 70 Participants. Of which: 35 in Belém (adolescents from Belém's networks, NGOs and projects) and 35 in Palmas (adolescents from NUCAS - centers of citizenship of adolescents - from municipalities of Tocantins that are in the UNICEF Seal).

• POLO 3: 35 Participants from São Luis (teenagers from Sao Luis networks, NGOs and projects).

Profile of the workshop participants:

The following criteria should be followed when mobilizing participants for each workshop:

• Teenagers between 13 and 18 years. (girls 70% and boys 30%).

• Diversity of participants, considering race / ethnicity; sexual orientation; region where they live; adolescents with disabilities; adolescents from different groups). If possible, subdivide by age groups 13-15 and 16-17 to ensure that everyone is comfortable sharing their experiences.

• Everyone attending the workshop must have a signed image use authorization from their guardians. When necessary overnight stay, it is mandatory that the adolescent has permission signed by the parents.

 

Assignment

Coordination and execution of the workshop conversation wheel about Self-esteem and self-confidence with the body among adolescents, with semi-structured script.

Expected results: (measurable results)

SMART: Specific, Measurable, Achievable, Realistic, Time Bound

  • 01 Self-esteem and self-confidence body workshop held in each of the cities: Polo 1 (Manaus, Boa Vista); Polo 2 (Belém, Palmas); and Polo 3 (São Luis) until November 15th.
  • A total of 35 adolescents mobilized with the support of partners, considering age diversity, ethnic-racial representativeness, sexual orientation, gender identity and people with disabilities, confirmed to participate in the Workshop up to 5 days before the round of conversation on Self-Esteem and Self-confidence with the body.
  •  Attend at least 1 alignment meeting with UNICEF technical staff prior to the event and draw up the UNICEF approved workshop’s Implementation Plan.
  • Contracting of services such as space rental, food, equipment and materials, transportation, when necessary, for the event until 02 days before the event.
  • Air / ground tickets issued and shared with the adolescents participating in the event no later than 02 days before the event;
  • Event’s reports - including systematization and photographic record - systematized and delivered to UNICEF no later than 7 days after the workshop. The format of the reports will be informed by UNICEF after hiring the consultancy;

Product 01:

Planning proposal of the Self-esteem and self-confidence with the body Round of Conversation with adolescents (workshop organization schedule and contracting of services; adolescent mobilization agenda)

Deadline: 05 days after the date of the contract signature.

Product 02:

Realization of the Self-esteem and self-confidence Round of Conversation and Photographic Record (s)

Term: up to 30 days from the date of contract signature

Product 03:

Final Report of the Self-esteem and self-confidence with the body Round(s) of Conversation and planning for continuity of actions on self-esteem and self-knowledge in the city (s) where the workshops were held.

Duration: 70 days

Term: up to 03 months from the date of contract signature

The amounts to be paid will only be confirmed after the delivery of each of the products registered above and after the analysis and approval of the reports by the UNICEF supervisor.

Consultant should make a financial proposal that includes travel expenses.

 

PERFORMANCE INDICATORS

 

  • The activities must be carried out according to the criteria and contents defined above, and the products with technical quality and according to the deadlines established in this Term of Reference;
  • Reports of workshops should be delivered, with attendance lists of meetings and / or events, minutes of meetings with referrals and photographic record;

 

Key competences, technical background, and experience required

 

Education

University Degree in law, social work, communication, social sciences or related fields

PROFESSIONAL EXPERIENCE

  • Experience of at least 03 years with event organization and/or seminars;
  • Experience of at least 03 years with mobilization and methodological facilitation of groups of adolescents and partners.
  • Professional experience or knowledge about Civil Society Organizations in Brazil;
  • Professional experience or knowledge of public policy for children and adolescents..

RECRUITMENT

The applicant (s) should submit his/her profile as well as a financial proposal (in accordance with the Annex 1) and indicate which Polo (1, 2 or/ and 3) is applying at the time of the postulation. 1 or more consultants can be hired.

General conditions and terms:

  • Consultant will work from home using own equipment and stationary. UNICEF might provide office space if available for consultative meetings when needed.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Financial Proposal


A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Restrictions

In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.
