Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is JOD 34,228 yearly.

Introduction

The ILO is engaged in providing technical support and policy advice to its constituents in Jordan on several dimensions of the ongoing social protection reforms, including:

    • Supporting to the implementation of the national Poverty Reduction and Social Protection Strategy, particularly in the areas of coordination, evidence generation, financing, monitoring and communication, in line with the Social Protection Floors framework and in collaboration with UNICEF and other partners
    • Assessing protection gaps for workers the informal economy, leading to the development of policy options for the extension of coverage, with particular focus on agriculture and construction sector as well as non-nationals; Assessment of modalities to adapt the social protection system in Jordan with atypical employment arrangements in the context of the future of work, with particular focus on temporary, seasonal and casual workers, flexi-time workers and the self-employed.
    • Legal and actuarial technical support to the Social Security Corporation and other relevant parties in the area of social security reforms and reforms of social insurance mechanisms, including social health insurance.
    • Promote better integration and coordination mechanism between non-contributory and contributory social protection and active labour market policies and programmes in Jordan, leading to recommendations to improve alignment and incentive compatibility
    • Promote the inclusion of non-naitonal workers including migrant workers and refugees into national contributory and non-contributory social protection systems
    • Providing capacity building to government and social partners on contributory and non-contributory social protection reforms

      Under general guidance of the ILO Office Coordinator in Amman and overall supervision of the Senior Social Protection specialist based in Beirut, the National Project Coordinator in Jordan (NO-B) will substantively support the implementation and coordination of ILO social protection activities in Jordan. The National Project Coordinator will work in close collaboration with the ILO’s SOCPRO department in ILO Geneva; ILO-Regional Office for Arab States; relevant ROAS DWT specialists; and the staff of other ILO projects in Jordan to facilitate the highest technical integrity of the project outputs, as identified in respective project documents.

Description of Duties
  • Review and analyse Jordan’s development plans and priorities in relation to migration and human trafficking, socio-economic data, reports and other relevant information; identify potential technical cooperation project areas and provide written analysis on the findings;
  • Strengthen partnerships with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets;. coordinate work of social protection related activities in the ILO and under the DWCP Jordan, with other United Nations partners and attempt to identify synergies;
  • Monitor progress of DC projects in the area of social protection by contributing to the development of work-plans, progress reports, final reports and other data and reviewing and analysing them for clarity, consistency and completeness; participate in technical team responsible for the monitoring and evaluation of projects; prepare briefs, periodical reports and statistical data on status of project’s activities; undertake missions to project sites, normally accompanying other officials;
  • Provide programming and administrative support to ILO projects in Jordan in relation to social protection; Coordinate and liaise with stakeholders, national and non-government organizations in order to facilitate project implementation. Draft terms of reference for consultants or service providers and monitor the work of the consultants or service providers to ensure timely output;
  • Ensure adequate coordination for timely exchange of financial, technical and administrative data with the project teams; participate actively in the periodical/weekly coordination meeting of the project via skype/phone conference with the Senior Social Protection specialist and other relevant colleagues;

  • Assemble and edit data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution; consider project partners’ suggestions and needs in updating activities and work plan;
  • Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action;
  • Take the lead, coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings. Serve as a resource person to the project’s partners and during conferences, seminars, workshops, training sessions and meetings. Support training activities and identify or adapt training material to the national context for capacity-building and knowledge sharing;
  • Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material;
  • Contribute information (news, project updates) to the various ILO knowledge sharing platforms (ILO website, ILO ROAS website, ILO Jordan website). Participate in the development of project research and publications;
  • Perform other duties as may be assigned by the supervisor.
Education

University degree in economics, public administration, law, social sciences, development studies or a related field

Experience

At least three years of professional experience at the national level in the field of social protection and social policy

Languages

Excellent command of Arabic and English.
