Job Description


Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence.  IRC do this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Youth and Gender Based Violence programming.  IRC has a Country Program office in Freetown, a Regional Field Office in Kenema, Field Offices in Kono and Bo, and a satellite office in Kailahun.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct.  These are Integrity, Service, and Accountability.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, and Anti-Retaliation.”

Purpose of the Job:The IRC has committed to creating a culture of zero-tolerance for sexual harassment, exploitation and abuse in our workplace and in our Programmes. We are determined to protect our clients and staff from safeguarding incidents through prevention, reporting, and response mechanisms, and where misconduct is alleged, to address it without fear or favour. The IRC adopts a survivor centered approach to safeguarding where the wishes of the person who experienced the safeguarding incident is the key consideration in our response. The survivor’s rights to dignity, respect, safety, and privacy are paramount.

The Safeguarding Manager, in collaboration with the Safeguarding Specialist, oversees the implementation of the IRC’s safeguarding policies and guidelines, including the Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, the IRC Way (Code of Conduct) and the Whistle blowing Policy, with the aim of creating a working environment free from exploitation and abuse.

Specific Responsibilities

·Support the country office to appropriately adapt and implement IRC’s global policies and procedures related to safeguarding.

·Lead implementation of IRC’s country specific Safeguarding Action Plan in accordance with IRC’s Global Action Plan.

·Ensure that activities and programmes consider the power relations taking place in the systems in which they intervene and are designed to consider the needs of specific groups based on factors such age, gender and disability.

·Arrange safeguarding inductions and ongoing capacity building of staff, through formal training, discussion groups, refresher sessions, etc.

·Foster a working environment that is non-threatening, safe and is actively addressing safeguarding in its processes. Create safe spaces where people can ask questions, be listened to and get answers about safeguarding, prevention of sexual exploitation and abuse, and raising concerns.

·Ensure safeguarding mechanisms are in place and are subject to continuous monitoring/review.

·Support District Safeguarding Officers in their safeguarding activities in field locations

·Establish and actively engage in an Non Governmental Organisation Safeguarding Working Group, duties will include organizing and attending bi-monthly meetings and providing administrative support.

·Support staff to take proactive steps to ensure that all programming activities identify potential risks and work to eliminate and mitigate those risks.

·Create and update annually a stakeholder mapping and contextual analysis. Adapt IRC’s policy implementation framework appropriately

·Support Human Resources to include best practices in safeguarding during recruitment, staff management and HR strategy.

External: Other NGOs, Partners, Government Ministries

Internal: Programme Managers, Administration and HR Coordinator, Senior HR Manager, Administration and HR staff, DDO, DDP, Country Director Supply Chain department, Field Manager and Coordinator.



·Degree from a Recognized University or College

·Computer literacy and ability to use Microsoft Word and Excel and Outlook Email


·Training/Experience (5 years) in safeguarding, child protection, human rights and/or gender programming, preferably in an NGO context

·Relevant experience in supervising and training others.

·Demonstrable understanding of power relations.

·Skilled in identifying and mitigating risks.

·Ability to work collaboratively with a wide range of stakeholders.

·Commitment to upholding IRC’s values; demonstrating integrity, service, and accountability

·Flexible, reliable and ability to work under pressure to strict deadlines

·Ability to quickly build personal rapport, trust, ease of communication and active listening.

·Computer literate and sound knowledge of Word and Excel.

·Excellent English both written and spoken.

·Understanding of Confidentiality and Do No Harm principles
