NRC in Iraq
Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.
The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.
Duties and responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Procurement:

  • To manage and register all incoming requisitions at NRC office and update status reports on procurement for inclusion and circulation in the status report.
  • To assist on procurement according to NRC logistics HB and country SOP
  • To liaise with suppliers to ensure prompt and accurate delivery of goods, services, and equipment.
  • To assist in the preparation of documentation for bids committee meetings.
  • Maintain proper files of requisitions, quotations and purchase orders.
  • To report all procurement status in a weekly/ monthly basis to the line manager.

Fleet, generators and transportation management

  • Be responsible for the date to day management of the fleet and generators at NRC office that will include fuel allocation for the vehicles.
  • Develop a monitoring system to ensure NRC fleet and generators are in good condition all the time.
  • Organize for the dispatch of goods and equipment whenever required and verify the packing list, waybills and export documentation
  • Prepare transport documentation accompanying dispatches such as packing lists, waybills, and loading details to accompany the shipment
  • Prepare fleet and generator report in accordance with NRC logistics guidelines
  • Oversee fuel consumption, purchase, and tracking.
  • Conduct daily checks for the vehicle and generators.
  • Manage NRC drivers, develop a work plan, capacity building plan and conduct the annual performance review

Warehouse and Asset Management:

  • Manage inventory control/procurement of items at NRC office and report all stock balances to the line manager in a weekly/ monthly basis.
  • Update the Mission Assets inventory at NRC office and guest/staff houses and generate periodic reports balances to the line manager on a monthly basis
       
Qualifications

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Diploma in Management or related field of study;
  • Minimum of 1 year experience from working as a Logistics Assistant in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic Languages

Context/ Specific skills, knowledge and experience:

  • Computer skills (common Microsoft Windows and Office applications)
  • Ability to work under pressure and meet deadlines
