About U-Report
U-Report is a mature, youth engagement solution serving more than 8 million young people. U-Reporters are recruited using a wide range of tactics, including in person event, activating membership of partner networks, social and traditional media etc. A range of channel strategies aligned with each national market is applied so U-Reporters can interact and engage using their preferred channels, including social messaging platforms (e.g Facebook, Viber & Telegram etc.), a mobile app, and SMS/text messages especially to provide accessibility to U-Reporters who do not have access to smart phones.
U-Report is now available globally and digitally from any country on Facebook, Viber, and other messaging apps. This has changed the way in which U-Report and the Office of Innovation is making a concerted effort to scale this programme through awareness raising, partnerships, paid media and organic social media. Over 45 countries with U-Report now use Facebook to message young people. The digital potential of U-Report continues to expand following the movement of young people online globally.
As more people join U-Report through digital channels it is increasingly important that UNICEF can learn about their behavior in the system to make sure U-Report offers them a valuable opportunity to participate digitally, this means understanding the in depth data analytics that U-Report generates to show when users are engaged or when they lose interest. This role plays key functions in this area of work, specifically i) undertaking the data analytics work and coordinating contributions to this, in collaboration with UNICEF'S DAPM and PD divisions; ii) in close collaboration with ICTD, the business requirements for the required data architecture, infrastructure, warehousing and dashboard development and iii) business and functional requirements in the product development and roadmap for key systems components including but not limited to the U-Report App, U-Partners, data dashboards. This will be an increasing need throughout the platform globally the more digital channels scale and is directly related to that task.
In order to scale the digital system, the Office of Innovation requires a unique range of expertise to lead the new area of digital scale and engagement best practices and systems to build a centre of unique knowledge for the U-Report project. This encompasses all digital activity setting U-Report up for the future, namely; Digital scale up tactics (paid and organic), building on existing lessons learned with over 1,000 campaigns already executed, understanding advanced data considerations in the digital scale up ecosystem, and building a digital content centre of excellence.
As the demand for this expertise has grown and a solid foundation of digital learnings has already been established, UNICEF is looking for a Senior Digital Manager to help take the digital products in place and in development to the next level and reach as many young people as possible in a meaningful and engaging way.

The Senior Digital Manager will expand and scale digital products that aim to reach as many young people as possible in a meaningful and engaging way via the U-Report platform. To achive this, s/he will architect solutions for digital scale, package solutions for adoption and adaptation across dozens of countries, and lead on data synthesis, analysis and communication of the U-Report platform.
Your main responsibilities will be:
Advanced digital progression and scale up of the U-Report Global digital platform and U-Report digital scale products by:
● Architecting solutions to common digital problems faced by U-Report projects
● Lead the productization of those solutions for digital reliability and scalability at the country office level
● Globally consolidate learnings from digital promotion of U-Report
- Evidence generation: Data analytics functionality and actual data synthesis, analysis and presentation for specific assigned purposes; coordinating contributions to the data work, application and integration within UNICEF’s broader data work (with DAPM) and programme work (with PD and EMOPS). Increase U-Report’s ability to evaluate trends in engagement, and identify the positive and negative outcomes of changes in the U-Report platform.
- Data infrastructure -- contribute to developing business requirements for the required data architecture, infrastructure, warehousing and dashboard development, with ICTD.

Further develop functionality and sophistication of U-Report technology to better serve young people based on their feedback and demands. In close collaboration with ICTD, business and functional requirements in the product development and roadmap for key systems components including but not limited to the U-Report App, U-Partners, data dashboards etc.
● Support the promotion of the results delivered/accelerated by and with young people through U-Report internally and externally, including through publication and high-level speaking engagements, and the private sector.
In addition this role will support country office scale campaigns by:
● Overseeing all paid digital media campaigns across all digital mediums
● Proactively expanding digital scale support offering into new territories
● Build, manage and evaluate campaign performance using advanced RapidPro techniques.
● Incentivizing digital content creation among country offices
● Develop training materials based on digital and data learnings
● Oversee the development and evolution of streamlined reporting to UNICEF country offices on digital campaign and content performance
● Document best practices and lessons learned
● Decide and Manage objectives, bids and budget caps within online ad buying tools such as Facebook, Twitter, and Demand Side Platforms
● Manage focus groups of young people to collect feedback on U-Report tools and recommendations for future iterations to improve user experience
● Support internal communication of success stories and lessons learned for senior staff
● Proactively develop partnerships with the private sector and liaise with the Innovation Futures team in the process
To qualify as an advocate for every child you will have…
- Advanced degree, ideally in communications, journalism, or a related field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

- Experience engaging with political structures, civil society pressure groups, and other channels of national influence.
- Experience working in developing countries and good knowledge of UNICEF’s work.
- Experience working in a team from a variety of cultures.
- Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines;
- Able to work independently, has sound judgment and strong organizational skills.
- Experience working with web based platforms
- Experience in creating or managing digital content for young people is a strong plus;
- Experience in maintaining and creating website content.
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships;
- Ability to travel, occasionally to remote locations;
- Fluency in English. Competence in another UN language preferred but not essential.
