Job Description

The IRC has been active in The Central African Republic (CAR) since 2006 and has been implementing emergency response programs since early 2013. The IRC has three field offices in the north – Bocaranga, Kaga Bandoro, and Zemio – in addition to a central office in Bangui. Since 2007, it has built close relationships with local communities, community leaders, local authorities, and other local and international actors. Today, the IRC is one of the leading humanitarian actors working in the prefectures Ouham Pende, Nana Gribizi, and Zemio, implementing programs in health, women and child protection, and Early Recovery and Development. The IRC has demonstrated its ability to successfully implement health and protection programming, improving beneficiaries’ access to healthcare and providing survivors of violence with safe, confidential services to help them recover and reintegrate into their communities. The gained technical expertise, logistical abilities, and local knowledge and understanding has laid the foundation to expand and deepen these services to reach more people and respond to the emergency need at a greater scale as additional funding is secured.
 
SCOPE OF WORK: 
The IRC is implementing an integrated Women Empowerment and Protection and Child Protection, including information sharing, psychosocial services through listening centers, referral services for medical care and household livelihood and capacity building. The Protection Coordinator will be responsible for the development and implementation of protection programming at a national level. He/she will lead the design of protection monitoring methodology, M&E systems related to protection, and training materials for protection staff, set up and scale up of social cohesion, conflict prevention, management and mitigation interventions. The incumbent will update, on regular basis the Standard Operation Procedures (SOPs) regarding the sharing of data with other actors. The Protection Coordinator will ensure the quality of protection data collection and analysis and ensure that succinct and accurate protection reports are utilized to inform programming and advocacy both internally and externally.
 
The Protection Coordinator will also be responsible for  increasing IRC’s presence and potential leadership role in the Protection sector by attending relevant working group meetings, networking with state and NGO actors in the protection sector, co-lead the sub cluster GBV, co-lead the committee on the GBV and humanitarian actions in CAR. She/he will, in coordination with Grants Manager, identifying potential partners for future protection programming. The Protection Coordinator will ensure the GBVIMS is in place and it works. The incumbent will coordinate with monitoring, evaluation, accountability and learning unit to ensure protection program data are accurate, analyzed and monitoring and evaluation reports are done timely and feedback provided to program and MEAL staff in the fields and senior management.  
The Protection Coordinator will work closely with other sectors (Economic wellbeing and Health), to ensure that protection principles are being incorporated into CAR program sectors and referral between WEP and other program sectors works.  
S/he reports to the Deputy Director, Programs and will have access to technical guidance from the IRC Gender Based Violence Prevention and Response Unit.
 
RESPONSIBILITIES:
Program management and quality
•Together with the Deputy Director, Programs provide strategic direction and vision to the IRC’s Protection programming in CAR, with an emphasis on maintaining program quality during a period of expansion. 
•Ensure that all interventions are in compliance with the IRC’s protection mainstreaming framework, international law and protection standards and national policies.
•Oversee implementation of Protection programs, including budget oversight (budget forecasting, spending plans and budget follow-up through BVA meetings and implementation of subsequent decisions) in coordination with CYPD and WEP Senior Managers, Area Program Coordinators and Field teams.
•Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured and that data is used to optimize program quality.
•Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from protection best practice; in particular with regular contact and coordination with Coordinators and Managers in other sectors.
•Ensure all designed protection projects use to the IRC theories of change and that outcomes are evidence-driven and evidence-generated.
•Ensure a good quality and timely reporting in accordance with IRC and donor’s regulations and templates. 
•Promptly identify and recommend solutions to technical issues. 
•Contribute to Emergency Preparedness activities as identified.
 
New business development
•Coordinate the expansion of Protection programming in close collaboration with the Protection field team; 
•Identify opportunities for, design and develop concept notes and proposals for further protection programming;
•Provide Protection input on proposals from other sectors to ensure protection is mainstreamed across IRC programming
•Participate in the development of budgets for program proposals in conjunction with the finance department and grants management unit
•Work closely with IRC’s Technical Unit to integrate innovative approaches to Protection programming and to provide lessons learned and feedback to global initiatives including the IRC2020 outcomes and evidence framework
•Contribute and mobilize protection staff to participate to IRC 20XX strategy development 
•Develop the Protection sector strategy for CAR in close collaboration with the WPE/CYPD Senior Protection Managers, DDP/CD, other protection sector staff, and the VPRU Technical Unit
•Identify opportunities for, design and develop concept notes and proposals for further protection programming opportunities.
•Develop and/or input into protection assessments and protection reporting analysis for the purpose of program development
•Provide Protection inputs on proposals from other sectors to ensure protection is mainstreamed across IRC programming 
 
Representation, coordination and advocacy 
•Coordinate with DDP/CD to forge connections with key government counterparts at the ministerial level, UN, I/NGOs, human rights actors, municipal and other sub-national government actors. 
•Represent the IRC in high level and strategic meetings involving protection actors such as protection working group meetings, inter-agency coordination meetings, and bi-lateral meetings.
•Regularly coordinate with internal program and operational stakeholders, the Protection/Rule of Law Technical Advisors, Women’s Protection and Empowerment, Children’s Protection and other IRC colleagues. 
•In collaboration with the DDP/CD and regional advocacy team, ensure that the protection program delivers on advocacy goals as articulated in the country wide advocacy strategy.
• Coordinate with DDP/CD to forge connections with key government counterparts at the ministerial level, UN, I/NGOs, human rights actors, municipal and other sub-national government actors. 
•In collaboration with the DDP/CD and regional advocacy team, ensure that the protection program delivers on advocacy goals as articulated in the country wide advocacy strategy.
 
Grant Monitoring & Reporting 
•Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required. 
•Produce/contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
 
Human Resources Management and Development
•Give Technical support and supervision to the Protection team to ensure implementation of good quality programming.
•Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system with Area Program Coordinators.
•Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
•Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
•Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures. Provide continuous support to and ensure targeted capacity building of staff.
•Detect outstanding performers with compliance to IRC Way, support and accompany them on their career development pathway  
•Lead with commitment, integrity and accountability to the “IRC Way” - Global Standards for Professional Conduct

Qualifications

•Advanced university degree in Law, Human Rights, social science or a related field.
•3-5 years’ experience implementing protection programming including experience in emergency or post-conflict project management 
•Demonstrated experience using international human rights standards in protection programming
•Demonstrated experience implementing Protection programs 
•Strong strategic thinking and proposal writing skills
•Strong leadership, staff and budget management and capacity building skills. 
•Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
•Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor. 
 
DESIRED
•Experience implementing integrated programming which focuses on meeting the needs of children, women and girls is desired.
•Experience in implementing programming that utilizes ICT
•Fluency in French and English 
 
SPECIFIC SECURITY SITUATION/HOUSING
The Protection Coordinator will be based in Bangui, CAR with travel throughout the country. The security situation in CAR continues is still volatile although the signature of Khartoum Peace and Reconciliation agreement that was signed in February 2019 is always seen as source of hope that the country can recover peace. The level of security remain at 3 (orange phase). The candidate should be prepared to implement programming in insecure environments. This is a non-accompanied position. The Coordinator will live in shared housing.
