UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector.

Functional Responsibilities

The incumbent will be based in the Stop TB Partnership’s offices in Geneva, Switzerland for the duration of the contract and paid on a monthly basis. The aim is for the incumbent to support the achievement of Advocacy strategies to promote the Stop TB Partnership’s objectives at the highest level. In this regard, the Advocacy & Communications Officer will work with partners, donors, and key influencers in order to achieve the objectives of the current and future Operational Strategy.

The purpose of all Stop TB Partnership advocacy work is to engender political and financial commitment to end TB as a public health problem. The incumbent will support a robust identity and role of Stop TB Partnership Secretariat in global, regional and national health and TB advocacy. Supporting the mobilizations at country level advocates to increase the visibility of TB as a political issue resulting in greater action and resources to fight TB.

The incumbent will be part of the Advocacy and Communications team and will work under the supervision and guidance of the Senior Advocacy Officer in the Stop TB Partnership.

The functional responsibilities of the Advocacy & Communications Officer include:

  • Provide technical guidance for the Stop TB Partnership’s work on global advocacy and communications including designing, developing, and delivering advocacy strategies, campaigns, events, advocacy materials, tactics, and messaging;
  • Work with the TB stakeholders to ensure high visibility and understanding of TB at the highest political levels and support building a movement to strengthen global and national TB efforts towards ending the epidemic and reach the targets agreed at the September 2019 UN High-Level Meeting on TB;
  • Provide technical guidance and coordinate the development of advocacy toolkits, calls to action, advocacy messaging and other tailored advocacy materials to support rollout of advocacy strategies for key global fora (e.g. UN General Assembly), key health days (e.g. World TB Day) and key global reports;
  • Coordinate the planning, execution and evaluation of digital advocacy campaigns to expand our constituent base (raise audience awareness, engagement, and participation; utilizing methods including emails, social media, online advertising, building connections with “influencers,” and offline grassroots strategies;
  • Draft reports, forewords, op-eds, interventions, speeches, speaking points and other documents upon request;
  • Monitor external global events and political opportunities for TB advocacy, devise strategies to engage those opportunities, and attend meetings, internal and external, upon request and write up minutes and/or meeting reports;
  • Identify opportunities for the development of strategic programs, alliances and coalitions with other organizations, political leaders, and Ministers;
  • Arrange and coordinate external meetings and side-events with advocacy targets and stakeholders from governments, Permanent Missions to the UN, NGOs, and other external actors;
  • Lead the media outreach and writing compelling copy aimed at media placements in online and traditional press at international and country level.
  • Provide technical guidance in the development of advocacy proposals and strategic activities to ensure that they meet the requirements of high-level stakeholders, political and decision-making bodies, and promote further cooperation and coordination with partners.

Education

A University degree (Bachelor or Undergraduate degree) in communications, journalism, public relations, public policy, public health, global development, social sciences, humanities or a related field.

A master’s degree or equivalent qualification in the above mentioned subjects would be desirable. 

Experience

  • A minimum of five (5) years with a Master’s degree or seven (7) years with a Bachelor/Undergraduate degree of progressive experience primarily focused on advocacy and/or communication.
  • Track record in the development and successful delivery of advocacy/communications’ campaigns ideally related to public health/development.
  • Experience of media outreach and writing compelling copy aimed at media placements in online and traditional press at international and country level would be considered a strong asset.
  • Experience organizing grassroots and/or digital advocacy campaigns and mobilizing large numbers of people to take action through petitions and other outreach methods would be considered a strong asset.
  • Background in global health and working knowledge of the UN and multilateral institutions is desirable.

  • Excellent editing and writing skills and the ability to synthesize complex issues into digestible briefings for specialist and non-specialist audiences.

  • Please note, this position is based in Geneva, Switzerland and therefore, the selected incumbent will have to register with the Swiss authorities and comply with local regulations, including but not limited to - Taxation and Social Security. Additionally, the incumbent will have to purchase a Swiss based insurance (LaMal) within the first three months on contract, UNOPS will help subsidize the cost of this insurance, upon show of proof and for an amount up to 382.87 USD.
