Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the international community continued to support a Syrian-led, Syrian-owned process to end the conflict under the framework of Security Council resolution 2254 (2015), it recognizes the importance of fully inclusive political dialogues to ensure that the views of all segments of Syrian society, including women, are incorporated. This is evident in efforts towards shaping a political settlement, consistent with the Geneva Communiqué of 30 June 2012 and Security Council resolutions 1325 (2000) and 2122 (2013).

As part of these efforts, UN Women is working to support Syrian women’s engagement in political dialogues and peacemaking efforts on Syria since 2013. One stream of this is a partnership with the Office of the Special Envoy for Syria, and support to the Syrian Women’s Advisory Board. To complement this, UN Women is working to document women’s priorities for peace, and to build dialogue and trust across women’s groups, women leaders and women’s rights actors operating inside and outside Syria – seeking to create strategic alliances around key issues and processes that may shape the future of Syria. This work is done under the programme “Supporting Syrian Women’s Engagement in the Syrian political process – Building a homegrown constituency for peace” funded by the Governments of Finland and Norway.

Objective of the Assignment:

With the objective of supporting inclusive peacemaking, UN Women is hiring a women, peace and security project assistant to support the role out of UN Women’s programming on Syria. Reporting to the Programme Manager, the consultant will support project implementation in particular through even management, communication and translation, administration and report drafting.

Duties and Responsibilities

1. Programme management support:

  • Support with the planning, coordination and implementation of programme activities;
  • Provide support in initiating and maintaining relationships with local and international partners;
  • Provide support in organizing workshops, events, campaigns and trainings;
  • Support in the process of contracting, reviewing and evaluating implementing partners;
  • Assist in other related duties or tasks as required by the Programme Manager.

2. Support to the Office of the Special Envoy on Syria:

  • Support communication with members of the Women’s Advisory Board and other women’s rights actors;
  • Support translation of documents and communications;
  • Undertake research on issues requested by the OSE, in particular through Arabic media and sources;
  • Provide notes and meeting reports as request.

3. Support to advocacy, resource mobilization and knowledge building:

  • Provide input, analysis and research in related thematic areas relevant for the project’s successful implementation;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, talking points, and donor profiles;
  • Assist in the organizing, compiling and processing of information from donors, partners, programme team and government counterparts.

Deliverables & Timelines:

  • The consultant will submit monthly progress reports on the project progress, and the activities carried out to support in the implementation of the programme on Syria to enhance women’s participation in political and sustainable peace processes: End of every month.

Required Skills and Experience

Education: 

  • A first-level university degree in a social science or equivalent.

Experience:

  • At least 2 years of progressively responsible experience working on issues related to project assistant functions – including translation, administration and report writing;
  • Experience working in the Middle East on issues of women’s rights and gender equality is required;
  • Work experience with the UN is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Arabic is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points):

  • Criteria 1:  Education (5 Points);
  • Criteria 2:  At least 2 years of progressively responsible experience working on issues related to project assistant functions – including translation, administration and report writing (20 Points);
  • Criteria 3: Experience working in the Middle East on issues of women’s rights and gender equality (15 Points);
  • Criteria 4: Work experience with the UN is an asset. (30 Points).

Financial: Lowest Financial Proposal: 30% (30 points):

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
