Purpose of the External Emergency Roster

The purpose of the roster is to provide short-term support during acute events for a period of up to six (6) months which may be extended up to one year depending on operational needs. Placement on the roster entails a general commitment from the external candidate to deploy within 2 to 4 weeks from the time a request for availability is made.

Purpose of the Position

In the context of the Health Emergencies Incident Management System (IMS), at the country level, the incumbent will support the development and implementation of a resource mobilization strategy for the country/incident based on the needs expressed in the incident management plans. To research existing and potential donors; draft proposals, donor briefings, reports and updates; ensuring compliance with WHO and donor requirements. Manage the overall and day-to-day activities to secure rapid and sustainable funding for the effective implementation of the incident management operations and ensure accurate, timely reporting.

Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context

Reporting to the Incident Manager, under the overall guidance of the Head, WHO Country office, and working closely with counterparts at the respective Regional Office and HQ, the incumbent will support the development of a resource mobilization plan to finance the emergency prevention, preparedness, recovery and response activities in the country. This will entail promoting partnerships with all relevant actors, including Member States, various donors at country, regional and global levels, the Health Cluster, other UN agencies, etc. in order to identify and create resource mobilization opportunities. The incumbent will engage with the technical leads overseeing the programme; liaise with technical and administrative staff in the office to ensure the adequate use of the funds and reporting of the funds following donor requirements and will work in close cooperation with the Resource Mobilization, Planning, Communication and Advocacy officers at the three levels of the organization to achieve common goals.

Summary of Assigned Duties

1. Support the development of a resource mobilization plan for the incident management system based on existing and potential donors and fundraising mechanisms.

2. In close coordination with Project Management and Planning Officers, manage the overall and day-to-day activities related to mobilization of resources, monitoring and tracking funding needs and gaps.

3. Liaise with HQ on the required legal and financial clearances and engagement with donors whose agreements are managed by HQ e.g. CERF, DFID, ECHO, and OFDA/USAID etc.

4. Engage with the main humanitarian donors to the country (in consultation with HQ and Regional Office Resource Mobilization teams). Participate in donor coordination meetings; contribute in negotiations for rapid donor agreements.

5. Establish and manage a network of donor contacts, track proposals submitted, funds pledged/received and donor agreement implementation requirements (implementation deadlines, earmarking for specific activities, visibility requests, reporting, etc.).

6. Report on expected results and resource mobilization activities in compliance with related documents to be disseminated among donors, and draft specific reports to donors as stated in legal agreements.

7. Liaise with the local representatives of OCHA or other coordination agencies in the country to ensure that WHO information and updates are adequately captured in the respective situation reports, donor briefs and other relevant documents.

8. In coordination with the Communication and Advocacy Officer, effectively utilize the communication products and advocacy material in convincing and encouraging donors to fund the overall health sector response to affected populations. If required, research, write and edit information materials in support to resource mobilization activities, including success stories.

9. Perform any other incident-specific related duties, as required by the functional supervisor.

Education Qualifications

Essential

• University degree in Social Sciences, International Relations, Political Sciences, Business, Communications, Marketing, Management or Economics from an accredited and recognized academic institution.

Desirable

• Specific studies on resource mobilization, studies on development and/or humanitarian work.

• Training in donor intelligence, proposal writing, and general project management.

Professional Experience

Essential

• At least five (5) years of relevant experience, at the national and international level, in resource mobilization and external relations.

• Documented achievements in fundraising activities, part of which supporting humanitarian emergency or health outbreak response and recovery activities.

Desirable

• Prior working experience with WHO/UN or with an international Non-Governmental Organization.

Use of Language Skills

• Excellent knowledge of English or French (depending on the country of assignment).

• Working knowledge of another WHO official language would be an asset.


Other Skills (e.g. IT)

• Excellent knowledge of Microsoft office applications.
