The United Nations Children's Fund (UNICEF) Jordan Country Office in Amman seeks a dedicated, experienced, highly motivated and proactive candidates for WASH Specialist (Climate & Environment) role on P3 level . Under the supervision of the Chief of WASH, The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme, specifically focusing on the Climate Resilient WASH, WASH in Institutions and Vulnerable Communities programme. The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

How can you make a difference?

The WASH Specialist reports to the Chief of WASH (Level 4) for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme, specifically focusing on the Climate Resilient WASH, WASH in Institutions and Vulnerable Communities programme.  The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

  1. WASH in institutions
  • Lead the development, implementation and monitoring of WASH in Institutions programs, including baseline assessment, evidence generation and programme delivery. The WASH Specialist will be responsible for establishing the vision and advancing the program towards adapting schools and their communities to a climate resilient future.
  • Initiate a baseline assessment for WASH in Health Care Facilities and develop a program to advance the agenda.
  • Develop and implement WASH in Institutions educational material focusing on water conservation, climate and environmental awareness suitable to the national context.
  1. Vulnerable communities
  • Lead the development, implementation and monitoring of WASH interventions targeting vulnerable communities.  The WASH Specialist will be responsible for establishing the vision and advancing the program towards Reducing the impact of poverty on communities through targeted WASH interventions.
  • Lead and analyze Sustainable Development Goal targets, government policies, implementation strategies and data needs and initiate programs to support governmental institutions in achieving SDG targets and advancing the Sanitation and Water for all initiative.
  • Assist governmental institutions in the implementation of hardware and software initiatives to provide vulnerable communities with enhanced water and wastewater services. 

   3.  Climate action and stability

  • Lead the development and delivery of climate action programs.  The WASH Specialist will be responsible for establishing the vision and advancing the program towards Supporting resilience and social cohesion in communities vulnerable to climate impacts and water security.
  • Contribute to climate adaptation programme proposals and lead on the implementation of climate adaptation programs nationwide.
  • Rollout Climate Resilient Water Safety Plan frameworks as a tool to assist water utilities in adapting to future climate challenges.
  • Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.

   4. Coordination, networking and partnership building

  •  Lead WASH sector coordination activities and build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
  • Participate in inter-agency discussions, ensuring that UNICEF's position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting.
  • Assist in the formulation of the WASH programme design, outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for programme reviews.

   5. Innovation, knowledge management and capacity building

  • Serve as knowledge management lead for WASH in Institutions, Vulnerable Communities, Climate action and Climate Resilient WASH.
  • Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems), including the establishment and advancement of two Innovation Hubs at leading universities.
  • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, environment, public health engineering or other relevant technical field.  A Bachelor degree in combination with 2 additional relevant years can also be considered. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset
  • Experience: DEVELOPMENTAL: A minimum of five years of professional experience in WASH-related programmes for developing countries is required. Experience in a developing country is an asset

    HUMANITARIAN: At least one three-months deployment mission in a humanitarian situation (with UN-Govt-INGO) is an asset

  • Language: Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.
