General Minimum Requirements

Education:

Second-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Significant experience in working in relevant fields such as political, human dimension, human rights, conflict resolution and/or dialogue facilitation or other, preferably with international organizations, multi-dimensional missions or government;
  • Comprehensive knowledge of international humanitarian and human rights frameworks and principles;
  • Comprehensive knowledge of conflict resolution mechanisms, negotiation and peacebuilding tools;
  • Outstanding management skills, including practice in personnel and budget/project management, administrative matters;
  • Demonstrated ability to manage and supervise a multinational team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Experience in mentoring and motivating staff;
  • Excellent analytical, communication, drafting and reporting skills, with high attention to detail;
  • Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
  • Proven ability to establish contact and develop constructive relations with government officials and institutions, as well as the ability to work with civil society;
  • Ability to develop clear goals that are consistent with agreed strategies; identify priority activities and assignments; adjust priorities as required; allocate appropriate amount of time and resources for completing work; foresee risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; use time efficiently;
  • Proven ability to collaborate in multi-dimensional organizational settings with colleagues to achieve organizational goals; solicit input by genuinely valuing others ideas and expertise; is willing to learn from others;
  • Demonstrated commitment to gender equality objectives as well as the responsibility to integrate gender perspective into all tasks and activities;
  • Willingness to travel to conflict area;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Experience in working in Eastern Europe, and/or knowledge of the region;
  • Some knowledge of the OSCE principles and commitments;
  • Experience with the UN common system and/or other international organizations, preferably in a peace mission context;
  • Experience in working with governmental/diplomatic structures;
  • Working knowledge of the Ukrainian and/or Russian language(s).
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Currently, female professionals are underrepresented in senior management positions. Qualified women candidates are therefore strongly encouraged to apply for this management opportunity.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Deputy Chief Monitor (DCM), the Head of Human Dimension Unit (HDU) is responsible for the following tasks:

  1. Managing the Human Dimension Unit, including supervision of staff and provision of overall direction and guidance on human dimension related issues, ensuring consistency with and relevance to the Mission's mandate;
  2. Overseeing, co-ordinating and analyzing reporting on developments related to the human dimension in Ukraine, including the impact of the conflict in Eastern Ukraine on civilians; rule of law, human rights and fundamental freedoms, the rights of individuals belonging to national minorities and/or other issues related to the promotion and protection of rights; informing the SMM senior management of priority issues in the promotion, protection and implementation of rights;
  3. Developing and supporting the implementation of dialogue facilitation initiatives;
  4. Co-ordinating, monitoring and evaluating all human dimension projects and initiatives; acting as programme manager with budgetary and administrative oversight of the unit's activities;
  5. Supervising the reporting on human dimension related developments in Ukraine and advising the Chief Monitor and DCM accordingly;
  6. Fostering good co-operation with all other units and Monitoring Teams on human dimension issues;
  7. Co-ordinating Human Dimension issues with other OSCE Institutions, in particular the OSCE High Commissioner on National Minorities (HCNM), the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the OSCE Representative on Freedom of the Media (RFoM), and the Project Coordination Unit (PCU) in Ukraine;
  8. Maintaining contacts with government officials, participating States, non-governmental organizations and civil society on human dimension issues;
  9. Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  10. Supervising the work of the 11 HDU staff in the head office, ensuring field office staff working on human dimension issues receive sufficient support from other responsible thematic sections;
  11. Performing other duties as required.
