Job Description

This position will ensure that the day-to-day accounting operations and financial management functions are performed in accordance with IRC and Donor policy and procedures. Finance Manager will report directly to Field Coordinator in Rakhine and technically to Finance Controller in Yangon Office. He/She will directly supervise finance team in Sittwe and technically supervise finance staff in the field offices in Rakhine, except Myebon. Financial information is processed accurately and timely produced for review. Internal controls are regularly reviewed/ discussed with FIELD COORDINATOR and timely updated. Staff training needs are identified and addressed through trainings/workshops in field level.

Your Job Scope includes but not limited to:

Specific responsibilities within each functional area are as follows:

Accounting

  • Take lead in the implementation of finance policies, procedures and systems in the field office
  • Ensure compliance with IRC and donor procedures and guidelines
  • Review all payment documents for accuracy and completeness in compliance to policies. Validate all payment transactions before sending to Yangon office for posting.
  • Prepare and maintain cash books ensuring completeness and accuracy of data entry. Ensure that entries and accurate in coding of proper accounting.
  • Supervise or perform all field office balance sheet account reconciliations (including cash accounts) on monthly basis and to ensure that discrepancies are removed and suggest measures for improving accounting controls.

Reporting

  • Assist to finance controller and coordinator in Yangon office for preparation of donor reports related Rakhine. Make sure the reports are in compliance to donor reporting formats and timely submitted as per contractual requirements.
  • Review the monthly budget vs actual reports ask for feedback on all major over/under spending. Help updating the BvA spending plan when required at least on quarterly basis.
  • Check the monthly BvA for country office operating costs and advice for all over/under spending to appropriate management.

Field office Training & Support

  • Assist FIELD COORDINATOR in planning Field office visits and provide training to finance and program staff on IRC accounting procedures and requirements.
  • Supervise the review of financial data submitted by field office before posting into SUN system.

Balance Sheet Accounts

  • Supervise or perform all balance sheet account reconciliations (including cash and bank accounts) on monthly basis and to ensure that all discrepancies are removed and suggest measures for improving accounting controls. Ensure the monthly amortization of prepayments is processed accurately and timely with proper coding.

Payment Processing & Cash forecasting

  • Supervision of bank processing and cash transactions. Liaise with bank officials to resolve problems and update FIELD COORDINATOR on all unusual items.
  • Checking of payment transactions in Country Office to ensure payments are covered in grants and internal control procedures are followed for all bank/cash disbursements, receipts & transfers
  • When required liaise with logistic/procurement dept to ensure that adequate documentation exist to support the payments in accordance with Organizations and donor policies and procedures.
  • Review PRs for proper coding and budget adequacy before approval
  • Check monthly cash forecast to monitor cash usage and advise FIELD COORDINATOR of possible unusual activity. Coordinate with field office finance staff for making accurate monthly cash projections.

Payroll Accounting

  • Supervise the processing of national payroll and to ensure timely payment with standard financial controls. Assist FIELD COORDINATOR in liaison with local government for compliance with national tax and labor regulations.
  • Coordinate with HR department for any issues related to monthly payroll processing. Ensure discrepancies are timely identified and addressed with corrective action.
  • Assist FIELD COORDINATOR in checking the salary allocations to grants to make sure these are made according to monthly Time and efforts sheets and available budgets.

Budgeting

  • Assist when needed in the preparation and maintenance of the Fiscal Year Operating Budget.
  • Assist FIELD COORDINATOR in processing of new grant budget proposals or budget realignments. This may include working with program staff to prepare grants budgets.
  • Assist FIELD COORDINATOR when needed in coordinating with Field based program and finance staff in preparation of detail grant spending plans for all grants and onward monitoring of expenses against spending plans

Sub grant Management

  • Help senior sub grants Officer in pre award assessment, preparation/review of new sub grant budgets and agreements when needed.
  • Work with the Sub grant compliance manager and FIELD COORDINATOR to build Financial Management capacities of local partners.
  • Help in review of the sub grant reports when needed in terms of IRC/donor compliance and burn rates and advice for necessary action and follow up.

General

  • Participate and provide technical support when needed in Grant opening and closing meetings.
  • Participate in grant review meetings when required.
  • Internal audit activities as required by Finance Manager. This includes review of controls & checking policy compliance of all Program/ Support unit functions in Field offices.
  • Perform other duties, as necessary and or as requested.

Qualifications

  • B.Com or LCCI level 3 diploma

Experiences

  • Minimum 7 years of experience in the NGO environment with accounting experience and principles and 3-5 years of experience in managerial level in Finance Sector.

  • Ability to travel to field sites
  • Wiliness to work in conflict sensitivity area
  • Strong leadership skill and team management skill. Adaptable, flexible and mature in judgment.
  • Good communication skills , verbal and written
  • Strong Skills in MS Excel ,MS words, PowerPoint and Outlook

Language

  • Good command of English and Myanmar-written and verbal
  • Rakhine language is the additional access.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
