Description of task

Within the delegated authority and under the supervision of Team Leader, Inclusive Participation and Institutional Strengthening or his/her designated mandated representative(s), the UN Volunteer Programme Management Specialist will undertake the following functions:

Strategic planning, programming and coordination on social cohesion, peacebuilding, and human security issues

  • Strategic planning, management, implementation, and coordination of programmes and projects in the area of social cohesion, PVE, resilience, and human security issues. This will be undertaken in line with the UNDP Country Programme Document (CPD) and the UN Sustainable Development Framework (UNSDF);
  • Identify the areas of priorities in social cohesion and PVE work, as well as pilot innovative approaches and scale up social cohesion activities, where possible;
  • Contribute to the facilitation of dialogue between the government institutions, development partners, and civil society on social cohesion and human security issues to prepare guidance notes and/or policy recommendations;
  • Support the development of annual work plans and budgets for UNDP’s Inclusive Participation and Institutional Strengthening team.

Early warning and Conflict Development Assessment

  • In a close collaboration with relevant UNDP Jordan teams, UN agencies and RCO in Jordan as well as UNDP Crisis Bureau in NY, develop UNDP Jordan’s crisis risk and early warning system;
  • In close collaboration with the Peace and Development Advisor, regularly analyse and evaluate crisis risks generated by the early warning system (i.e. socio-economic, political/peacebuilding, geographical/spatial, environmental);
  • In close collaboration with the Peace and Development Advisor, contribute to the design and implementation of the Conflict Development Assessment for Jordan.

Knowledge management, reporting and M&E

  • In close collaboration with the Research and Reporting Specialist, ensure the quality control, standardization as well as monitoring and evaluation of Inclusive Participation and Institutional Strengthening programmes/projects;
  • In close collaboration with the Research and Reporting Specialist, develop and implement monitoring and evaluation mechanisms for measuring the qualitative and quantitative impact, and regularly report on the progress for UNDP’s Inclusive Participation and Institutional Strengthening pillar, and other related thematic areas;
  • Contribute to the internal UNDP reporting and development of donor narrative reports for social cohesion and PVE projects;
  • Analyse data, case studies, and research findings to distil relevant lessons from projects and programmes to support strategy, project development and innovation on social cohesion and PVE;
  • In close collaboration with Sustainable Livelihoods and Inclusive Growth team and UNDP Jordan Central team, support the implementation of the PVE project evaluation.

Coordination and partnership

  • Identify and develop technical and strategic partnership with relevant stakeholders (i.e. government institutions, international communities and private sector), particularly in the area of social cohesion, PVE, and human security issues;
  • Undertake a research for partnership building, develop papers and marketing materials, and participate in relevant external meetings;
  • Support the inter-agency coordination with UN RCO and other UN agencies, and contribute to the coordination of project activities, particularly in the area of social cohesion, PVE and human security issues;

Other duties

  • Conduct analysis and research on particular issues and thematic areas, as directed by the Team Leader;
  • Other tasks as directed by the Team Leader and/or CO Senior Management.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Advanced university degree (Master’s degree or equivalent) in social studies, international development, planning, economics or other relevant field.

Required experience: 36 Months Experience remark:
  • A minimum of 3 years of experience in sustainable development, resilience, social cohesion, and/or peacebuilding including relevant field experience;
  • Extensive knowledge and experience in programme and project management, particularly in social cohesion, peacebuilding, resilience, and/or human security related practice areas, is required;
  • Experience within UNDP is considered a strong asset;
  • Partnership building with international communities (i.e. donors, development partners, private sector) is a strong asset.
  • Working experience in Jordan and/or Arab States, particularly in post-crisis or post-conflict settings, is an asset.
  • Ability to establish effective working relations in a multicultural team environment.
  • Fluency in both spoken and written English, knowledge in Arabic is an asset
  • Good computer skills in MS Office software, specifically MS Word, MS PowerPoint, MS Excel
