The purpose of the proposed assignment is to support the Taskforce Secretariat (TFS), Planning and Development Department to improve the implementation and scale up of low-cost and high impact nutrition specific and sensitive intervention to address the prevailing high rates of malnutrition in Sindh.

Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

How can you make a difference?

The purpose of the proposed assignment is to support the TFS, Planning and Development Department to improve the implementation and scale up of low-cost and high impact nutrition specific and sensitive intervention to address the prevailing high rates of malnutrition in Sindh. A consultant will be hired to develop a comprehensive multi-sectoral plan, based on lesson learned from field implementation of existing programs, NNS 2018 findings, review of sectoral plans and PC1 documents.

Under the overall guidance of Program Manager, TFS, and technical support from UNICEF, the consultant will work closely with line-departments, Academia, sectoral experts to jointly review and develop a multi-sectoral plan for nutrition with clear theory of change, implementation plan and budgeting.

To make a difference, you will be accountable for the following tasks and deliverables:

Key tasks

The successful candidate will be accountable to develop a multi-sectoral plan for nutrition with clear theory of changes, goal, aim and objectives, outputs and activities, budgeting, implementation modalities and provincial and district level plan. 

The consultant will review the NNS 2018 results, sectoral plans, Optima Analysis, sectoral plans and PC1 documents, and action points of progress review meetings/ and workshops. The consultant will coordinate with each sector to organize sectoral workshop to engage line department, academia, sectoral experts, UN agencies and CSO partners.

    • Provide a brief inception report with clear scope of work, deliverables and timeline;
    • Conduct review of existing plans, NNS 2018 data, optima analysis report, PC1 documents;
    • Individual consultation with each sector involving program focal persons, sectoral experts, academia, UN agencies and expert;
    • Develop a theory of change (TOC) for each sector and a common ToC for overall multi-sectoral plan for nutrition through a joint consultative process;
    • Develop and share first draft of multisectoral plan with key stakeholders for review and feedback; 
    • Submit the final draft of multisectoral plan for nutrition to Taskforce Secretariat for review and approval;
    • Presentation of final document to provincial level stakeholders.

 Deliverables:

  1. Inception report drafted and shared with TFS and UNICEF.
  2. List of documents reviewed and consulted, Summary of findings.
  3. Meeting and workshop conducted, and minutes documented and shared. 
  4. Copies of draft sectoral plans (consolidated and district specific).
  5. Copy of draft presentation, and workshop report.
  6. Submission of final copy of multi-sectoral plan.  

To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters or higher) in degree in the Medical Sciences, Public Health and or Social Sciences; 
  • At least 8 years extensive experience of drafting polices, strategies and program documents at national or provincial level. Senior or management level experience may be considered as advantage;
  • Excellent knowledge and understanding and of multi-sectoral initiatives and programs;
  • Good understanding of the provincial level policies, strategies and programs to address stunting and malnutrition;
  • Previous experience and competence of working on policy and strategy documents and proposals;
  • Expertise in the nutrition causal framework pathway and multi-sectoral programing.
  • Fluency in English is required.

NOTE:

  • Time frame: The total duration of the consultancy will be for 5 months. Starting from January 2020 till May 2020.
  • Official Travel within the country involved.

  • HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. During the recruitment process candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables.
