Description of task

Under the direct supervision of Head of Field Office (HoFO) Wau, assisted by the Field Integrated Operations Center (FIOC) Team Leader, the Coordination and Protection Officer will undertake the following tasks:

  • Monitor and analyse ongoing and emerging developments/events relevant for the implementation of the Mission’s mandate, especially protection of civilians;
  • Collect, analyse and manage information to identify conflict related trends, patterns and dynamics to elicit advise on actions to enhance protection of civilians;
  • Build effective networks for collecting, collating, coordinating, corroborating and analyzing information from a wide range of sources, including UNMISS components, UN Humanitarian Agencies, International Non-Governmental Organizations (INGOs) and Local Government Authorities;
  • Produce forward looking advice within the context of the UNMISS Early Warning Strategy and Protection of Civilian Matrix that integrates and considers all the information gathered, resulting in clearly identifying the priorities where the Field Office should focus its Protection of Civilians (POC) efforts;
  • Build effective networks with Mission components, state authorities, international partners, civil society and the humanitarian community;
  • Participate in the protection cluster discussions to enhance coordination between the Mission, international partners and humanitarians related to delivery of protection and humanitarian services inside and outside of POC sites in the areas of responsibility;
  • Participate in integrated patrols and interact with civilians especially IDPs and returnees on protection, return and reintegration mechanisms and concerns;
  • Coordinate interagency efforts to facilitate durable solutions for IDPs from the POC site and IDP camps, including supporting initiatives for enhancing inter-communal co-existence and cohesion in areas of return;
  • Provide substantive and administrative support to meetings, official visits, coordinating events, including proposing agenda topics, identifying participants, preparing background documents and presentations, handling logistics, etc;
  • Support the Head of Field Office in arranging high level visits to the Field Office's area of responsibility;
  • Support planning and implementation of Mission and Field Office priorities as directed by the Head of Field Office;
  • Facilitate and accompany the Head of Field Office as necessary on field trips and missions, and prepare short reports on the outcome of such missions;
  • Assist with the management and coordinating day-to-day operations and activities of the HoFO Office and perform any other tasks as assigned by the HoFO.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Bachelor's Degree in Social Science, International Studies, Public Administration or other relevant field.

Required experience: 60 Months Experience remark:
  • Minimum of five (5) years of progressively responsible experience in any of the following areas: Protection of Civilians, UN Coordination, Reintegration of displaced people, Humanitarian Affairs, Emergency Preparedness, Crises/Emergency Relief Management, Rehabilitation and Development or other related area;
  • Experience in conducting briefings, presentations and trainings;
  • Experience in coordinating workshops, conferences, meetings and high level delegation visitations;
  • Solid computer skills, including full proficiency in various MS Office applications (Excel, Word etc), other IT applications and office technology equipment;
  • Have affinity with protection of civilians, UN coordination, humanitarian relief, post-conflict rehabilitation;
  • Sound security awareness.
Language skills:
  • English(Mandatory), Level - Fluent

Area of expertise: Protection of refugees, asylum seekers and IDPs, Emergency response, immediate relief operations, and post-conflict humanitarian aid operations Area of expertise details:
  • Experience in any of the following areas: protection of civilians, humanitarian service delivery, early recovery and development, coordination with government and local authorities, peacebuilding and conflict mitigation.
  • Ability to maintain up-to-date knowledge and understanding of political, socio-economic and security issues in the region.
