OVERVIEW OF THE FUNCTIONS OF THE POST

The incumbent will work under the overall supervision of the Director of the Water Sciences Division (HYD), and under the direct supervision of the Programme Specialist responsible for the project “Formulation of the PPG - Strengthening the resilience of Central Asian countries by enabling regional cooperation to assess high altitude glacio-nival systems to develop integrated methods for sustainable development and adaptation to climate change”. 

The objective of this Project Preparation Grant (PPG) is to develop a full project document for the UNDP/GEF Full-Sized Project document. This project aims to strengthening the adaptation capacity of Central Asian countries to climate change impacts on glacio-nival systems through assessment, promotion of regional cooperation, and stakeholder engagement.

In this context, the Associate Project Officer shall perform the following tasks:

  1. Act as coordinating officer for the finalization of the detailed project activities necessary for the full scale project document within the framework of the Initial plan of the Project Preparation Grant (PPG) of the project;
  2. Coordinate with national and international experts, UNESCO field offices and UNDP /GEF to identify gaps and address gaps finalize the project document to be presented during the validation workshop;
  3. Support to finalize stakeholder consultation in coordination with UNESCO field offices;
  4. Help organize project validation workshop to be held in Paris in February (2020) in coordination with Almaty office;
  5. Support to address all necessary revisions that arise during the validation workshop as appropriate;
  6. Prepare list of participants and support material for the validation workshop;
  7. Prepare report of the validation workshop;
  8. Support general monitoring and reporting on the activities through SISTER, update the project database and draft reports in liaison with colleagues at Headquarters and in the field offices, promotion synergy among other projects within the division;
  9. Creating and maintaining communications and data repository for the project;
  10. Support further work by UNESCO on behalf of the Secretariat of the International Hydrological Programme (IHP), with a particular focus on water related disasters including floods and droughts within the framework of the Eighth Phase of IHP (VIII-2014 - 2021); Contribute as team member to the activities of the section.

[1] 1 The remuneration paid to the service contract (SC) holder is not exempt from any income taxes, which may be levied by the French tax authorities. The SC Holder is affiliated to the French social security scheme (Régime général de la sécurité sociale et des prestations familiales). Consequently, the employees’ social contributions to this scheme will be deducted from the gross remuneration paid by the Organization. UNESCO is not subject to the French unemployment scheme (UNEDIC – Pôle Emploi) and complementary retirement schemes (Retraite complémentaire Agirc/Arrco).

2 Gross amount.

The incumbent shall work at 80%, i.e. four days a week. He/She shall be stationed at UNESCO premises and shall submit a monthly activity report.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Master’s or equivalent) in the field of natural sciences, hydrology, earth sciences or international development studies.

WORK EXPERIENCE AND SKILLS

  • At least 1 year of relevant experience;
  • Experiences on GEF related process would be an asset;
  • Experience of work with the United Nations would be an asset;
  • Familiarity with one or more of the following fields: environmental sciences, water resources, cryosphere, Climate Change and international development;
  • Excellent writing skills;
  • Proficiency in MS Office, Excel;  
  • High degree of independence, as well as well‐developed capacities for teamwork;
  • Strong knowledge of computer applications, web skills and social media.

LANGUAGES

  • Excellent knowledge of English and knowledge of Russian would be an asset.
