Job Description

Background:

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2019 Humanitarian Response Plan for 798, 000 Libyans and non-Libyans were in urgent need of humanitarian assistance of which 553, 705 individuals are reported to be in need of health assistance including 71,514 host community and non-displaced Libyans, 171,  674 returnees, 254, 317 mixed migrants and 56, 160 internally displaced persons (IDPs). The IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs) in Misrata. Since then, the IRC’s health programming has expanded to a mobile health team model (MHT), made up of Libyan staff, to provide primary health care services in PHCCs in Misrata and Sirte, and in two detention centers in Tripoli. As the IRC tries to integrate programming wherever possible, the MHT in Misrata also includes GBV case managers, targeting women and children. In addition, IRC will lead a consortium comprising Primary Care International (PCI) and Premiere Urgence Internationale (PUI) to support the Libya MoH strengthen services for non communicable diseases (NCDs).

 

IRC Libya is currently undergoing an expansion, with increased Health-focused interventions in Tripolitania, Cyrenaica and Fezzan under which the IRC will provide primary health care services and GBV case management in static PHCCs and through mobile teams, working with Libyans and non-Libyans.

 

Job Overview/Summary:

This position is responsible for the HIMS components of EU funded projects as well as other health projects working in collaboration with the M&E team. Particularly the HIMS Manager will oversee the development of IRC reporting systems, which include patient registers, disease surveillance tools, summary tools and checklist, medical stock management. S/he will ensure development/adoption of effective innovations and technologies for HIMS including DHIS and the COMET.

This position will report to the deputy Health Coordinator and will supervise HIMS Officers/Assistants.

MAJOR RESPONSIBILITIES:

Management and Program Oversight

·Manage HIMS officers and Assistants to produce timely quality data.

·Develop/review work schedule for data entry and reporting by the team.

·Manage the budget for the implementation HIMS activities including training, procurement and printing

·Coordinate regularly with the Health Managers and the M&E Manager to ensure harmonized approach.

·Ensure HIMS and project deliverables are met in a timely manner

·Submit quality timely reports as required to the deputy Health Coordinator.

·Represent IRC in any relevant HIMS coordination meetings including liaison with MoH

 

Technical Monitoring and Program Quality

·Set up appropriate system in place to collect, verify and report data in a timely manner

·Oversee development and improvement of databases and other applications to support the collection and processing of context specific data

·Manages the flow of health information and disseminate to the team as needed

·Provides info management services to support health monitoring activities

·Generates survey initiatives; designs data collection tools; reviews and analyses data

·Works closely with the Medical team Leaders to ensure that health teams have accurate, accountable, and verifiable information concerning its activities, particularly for internal and external verification processes.

·Supports strategic and operational decision making by processing and analyzing data and information and presenting it in the format most useful for analysis.

·Contributes to monthly internal and external technical report

·Work with the programs’ responsible to analyze the data to monitor the indicators’ progress and highlight the main trends and changes

·Capacity building to the health team on HIMS systems and process to enhance performance

·Mentorship and coaching to the HIMS team, M&E team, clinic staff and MoH staff to improve HIMS

·Operationalization of DHIS2 and other data software to improve quality of data and improve reporting

·Identify clinic trends and work with program team to develop mitigation measures to address programmatic gaps and improve overall quality of care.

·Monitor and evaluate program indicators, objectives, outputs, and impact and suggest changes according with the findings.

·Ensures proper documentation and filing in collaboration with the program and clinic staff, mentors

 

Staff Management, Development and capacity building

·Supervise the HIMS staff and provide regular technical assistance and training to build their skills.

·Set clear performance objectives for supervised staff. Conduct performance reviews and ensure that the health staff receive adequate training according with individual needs.

·Develop Job Descriptions and participate in the recruitment and onboarding of new staff.

Indirect Reporting: Health Coordinator, NCD Consortium Coordinator, EPHS Coordinator

Qualifications

Requirements:

  • Bachelors degree in Demography, Statistics, Management, Information Technology or any related field plus a Masters in any related field is required.
  • 3-5  years of experience in HIMS related fields
  • Strong skills in building the capacities of others (e.g. training) & facilitation.
  • Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in DHIS2, Tableau, ArcGIS, Kobo Tool Box or similar software applications in an added advantage
  • Experience in training and mentoring
  • Fluency in written and spoken English required
  • Good problem solving skills and team management
  • Good negotiation skills and networking
  • Strong interpersonal and verbal communication skills
  • Libyan national
