Gender and Social Inclusion Expert (Conectando Caminos por los Derechos)

Position Summary

The American Bar Association’s (ABA) Rule of Law Initiative (ROLI) is recruiting for a Gender Equality and Social Inclusion (GESI) Expert for an upcoming project in Colombia, Conectando Caminos por los Derechos (Venezuelan Migrants Human Rights Activity). The goal of the project is to support a transition from short-term humanitarian assistance for migrants to long-term development assistance for migrants, Colombian returnees, and receptor communities. The GESI Expert will be responsible for developing and supporting the implementation of a cross-cutting gender and social inclusion strategy linked to preventing and responding to human rights violations, as well as strengthening the local institutional systems and societal networks to protect against these violations, with a particular focus on sexual exploitation, forced recruitment, human trafficking, forced disappearance, and gender-based violence (GBV).

Principal Duties and Responsibilities

➢ Drawing on ABA ROLI’s analytical tools, conduct a holistic assessment of cultural and gender norms, and how these impact human rights of Colombian returnees, Venezuelan migrants, and migrant receptor communities

➢ Develop a “Gender, Vulnerable Populations, and Youth Strategy” for the entire program, including project guidelines to ensure integration of gender and social inclusion issues throughout the program cycle (planning, design, implementation, monitoring, and evaluation).

➢ Work closely with the Chief of Party and Deputy Chief of Party to ensure that gender and social inclusion issues are integrated and monitored across all program objectives.

➢ Support project partners, stakeholders and project participants to implement activities to strengthen protection systems and respond to human rights violations with cross-cutting approaches that promote gender equality for Colombian returnees, Venezualan migrants and within migrant receptor communities.

➢ Perform other related duties as required.

Basic Requirements

➢ Advanced degree (Masters or PhD) in gender studies and/or relevant field including law, human rights, sociology, anthropology, human development, migration.

➢ Expertise in international women’s rights standards, diversity and inclusion, and gender dimensions of refugee and migration flows in Latin American and the Caribbean, particularly in Colombia.

➢ Experience in gender and youth integration in development programs, including devising and implementing gender action plans and/or youth development strategies.

➢ At least five years of previous experience working on international development programs in the Latin American and Caribbean region, including in Colombia and funded by the U.S. Government, and directly responsible for integrating gender and social inclusion policies and activities in programs focused on the following initiatives: human rights, rule of law, governance, citizen security and participation, and migration.

➢ Demonstrated knowledge and experience with the issues driving migration to, and within Colombia, and the roles of government institutions, civil society, the private sector for supporting gender equality and social inclusion initiatives.

➢ Fluency in Spanish; Verbal and written proficiency in English.

Preferred Qualifications

➢ Research and analysis skills as evidenced by experience in conducting women’s rights assessments and/or gender analyses using mixed methods research.

➢ Familiarity with policies of the U.S. Government pertaining to gender, youth, and social inclusion issues.

➢ Experience working with vulnerable populations, particularly women, youth, children, refugees, and asylum seekers.
