Job Description

The Inter-agency Network for Education in Emergencies, hosted by IRC, is recruiting a Project Manager (PM) for Gender and Education in Emergencies (EiE). The Gender and EiE PM has responsibility for ensuring the implementation of a two-year grant on gender and education in emergencies. The PM will coordinate the activities of an INEE Reference Group on Gender and Education in Emergencies and support the INEE Gender Task Team. The INEE PM will also function as a liaison between these gender-focused network spaces and INEE’s communications and knowledge management initiatives, provide technical input to and review of network products and deliverables related to gender, and build on INEE’s existing efforts in gender in EiE.

The Project Manager works to support INEE members and the INEE Secretariat through INEE’s core functions: community building, convening diverse stakeholders, knowledge management, advocating and amplifying ideas and knowledge, facilitating collective action, and providing members with the resources and support they need to carry out their work on EiE.

This is a full-time, salaried position, based in New York, USA, fixed until end of 2021. The Project Manager, who is hired and hosted by the International Rescue Committee, works as a member of the INEE Secretariat. All core functions (e.g. communications, advocacy, promotion and fundraising) will be coordinated with the INEE Secretariat staff in order to ensure coherence and harmonization across activities. Supervision and management of this post is provided by the INEE Senior Coordinator for Policy & Partnerships.

Major Responsibilities:

The Gender and EiE PM has responsibility for ensuring the implementation of a two-year grant on gender and education in emergencies. Specific activities include, but are not limited to, the following:

Network Spaces: Gender and Education in Emergencies Reference Group and Gender Task Team

  • Coordinate a new Reference Group on Girl’s Education in Emergencies, including recruitment, selection and initiation processes.

  • Facilitate the development of the Reference Group and Task Team workplans; support members to successfully implement group priorities.

  • Coordinate activities and support events prioritized by the Reference Group and Task Team.

  • Ensure quality communications and consistent follow-up with and between Reference Group and Task Team members, the INEE Secretariat, and other INEE network spaces and initiatives.

  • Manage and track publication process (copy-editing, translation, design, and printing) of resources, tools, and other materials generated by the Reference Group and Task Team.

  • Provide regular reports on activities and achievements to the Reference Group, Task Team, INEE Secretariat, and INEE membership.

  • Supporting recruitment and management of consultants and interns to assist the Reference Group, Task Team, and INEE Secretariat in relevant projects and initiatives related to gender.

  • Coordinate and lead on narrative donor reporting on relevant grants relating to gender and EiE

    Technical Resource

  • Manage INEE’s online presence around gender in EiE through regular updates to the gender and inclusive education resource collections on the INEE website.

  • Engage as a technical expert and global advocate on gender and EiE.

  • Provide technical input to and review network products and deliverables, including tools, learning materials, and published articles.

    Secretariat support duties

  • Provide technical and substantive support for INEE and partner events and forums, such as policy roundtables, discussion forums, global consultations, and the strategic planning process.

  • In collaboration with the INEE Director, Sr. Coordinator Policy & Partnerships, and other Secretariat staff, provide technical support in the drafting of the documents.

  • Provide regular reports on activities and achievements to the INEE Director, INEE Steering Group and relevant donors.

  • Provide general support to the INEE Director, Sr. Coordinator Policy & Partnerships, and Secretariat as requested.


Qualifications

  • An advanced university degree (Masters or above) in a relevant field: education, gender studies, international development, migration studies, non-profit management, etc.

  • Minimum 5 years of relevant professional experience.

  • Excellent communication skills, both verbal and written in English, with a preference for candidates with additional fluency in French, Spanish, Portuguese, and/or Arabic

  • Excellent analytical and writing skills and demonstrated ability to draft briefs, reports, syntheses, etc.

  • Knowledge and experience in the field of education in emergencies and the humanitarian community

  • Ability to work both independently and in a dynamic, cross-functional global team structure

  • Demonstrated project management skills, including the ability to manage complex projects and deadlines.

  • Strong technical knowledge of INEE and its ways of working

  • Strong organization skills and attention to detail.

  • Ability to manage tool development, collating feedback from review groups, and managing publication processes (copy-edit and design)

  • Ability to be flexible and work well in a fast-paced environment with limited daily supervision

  • Advanced computer skills, including experience with Google Suite and Microsoft Office suite

  • Ability to work collaboratively within an inter-agency framework and approach

  • Demonstrated ability to work effectively with stakeholders at all levels

  • Willingness to travel up to 15%

Preferred experience & skills:

  • Experience facilitating multi-stakeholder meetings and teleconferences an asset 
  • Understanding of networks and network theory highly valued
  • Familiarity and experience utilizing INEE resources and tools;
  • Previous experience event-planning an asset

Key Working Relationships:

Position Reports to:  INEE Senior Coordinator, Partnerships & Policy

Position directly supervises: Consultants and interns as required

Indirect Reporting: INEE Director; INEE Steering Group; INEE Secretariat;

Other Internal and/or external contacts:

Internal: IRC education unit, HR, admin, finance, legal

External: Representatives of UN agencies, NGOs, donor agencies, academic institutions, including mid-

level to senior.

Working Environment:  

  • Standard office working environment; this role may require working remotely full or part time and part-time may be required to share workspace. Applicants must have a home or alternate workspace they can effectively complete their work from during regularly scheduled work hours. 

  • Some international travel as needed up to 15%
