Senior Child Protection Officer

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

Job Overview/Summary:

IRC’s Senior Child Protection Officer will be based in Amman. Under the direct supervision of the Senior Child Protection Manager and close working relationship with Senior Program Managers for CP, PRoL, and WPE, he/she will be responsible for operational and administrative support to IRC’s direct child protection services and lead child protection sub-awards in Northwest Syria. The Senior Child Protection Officer will ensure timely, effective and high quality support on a range of direct and partnership program activities adhering to PEERS Partnership Excellence for Equality and Results Systems (PEERS) requirements. IRC’s child protection services in NWS include case management; Safe Healing and Learning Spaces; structured PSS; capacity building of service providers and community leaders; establishment of community child protection structures; raising awareness on child protection risks; and parenting education delivered directly by IRC teams and local partners.

The Senior Child Protection Officer will support the establishment and management new direct child protection programs and sub-awards, organizing and trainings and workshop for IRC staff and partners, follow-up on procurement and payments related to program activities, review budget variance against projection, follow-up on staff movement inside Syria, and support the recruitment of new staff. The Senior Child Protection Officer will coordinate monitoring and evaluation activities with partners, verification of reports received from partners and compilation of qualitative and quantitative reports.

Major Responsibilities:

Program/Project Management

• Support the implementation of key PEERS steps including partner vetting, pre-award assessments, partner monitoring and reporting, and implementation of partner support plans.
• Support the assessment of capacity building needs based on observation and assessment of each partner’s base knowledge and capacity in CP case management.
• Ensure the documentation of key partner support through trainings and workshops (pre/posttest, attendance sheet, evaluation) and provide feedback and support in the implementation of the recommendation made after trainings.
• Contribute to the design of child protection direct and partnership interventions and activities to be implemented within the NW Syria context
• Operationally support the implementation of partner support plan including but not limited to child safeguarding procedures, service mapping and referral tools, protection risk assessment tool, and case management tools if necessary.
• Coordinate with MEAL for monitoring and evaluation of direct and partner-led activities to ensure key indicators and targets are met and are consistent with IRC donor requirements
• Contribute to the development of regular reports, both qualitative and quantitative, in relation to IRC’s direct programs and partner-led projects.
• Work alongside IRC WPE, MHPSS and PRoL teams to ensure integrated protection programming is reflected in IRC’s direct and partner-led programs
• Support partners collaborate with any IRC-led child protection emergency response services in NW Syria
• Support initiating and following up on outstanding PRs with approvals; track PRs under IRC’s direct child protection program and sub-awards, in part by maintaining trackers and related database
• Lead in organizing partner program monitoring visits and meetings, joint review and reflection sessions, and disbursement of any partner donations in kind
• Follow-ups with the finance department and supply chain for advances and liquidations and double checking procurement requests.
• Prepare, compile, and sort hard copy documents safely and as appropriate related to IRC’s direct child protection programs and child protection sub-awards.
• Ensure that PEERS checklists/SOPs are fully executed and deliverables are reached for any sub-awards or FAA

Grant Planning & Implementation

• Support the Child Protection Manager in the implementation and adherence to grant work plans, spending plans and monitoring and evaluation plans.
• Support in compiling data for internal and external reports including donor reports.

Other

• Other duties as assigned by the Protection Partnership Manager to enable and develop IRC programs

Other Internal and/or external contacts: Regular coordination with other Protection programs in Women Protection and Empowerment (WPE) and Protection Rule of Law (PRoL) and IRC health and Economic Recovery and Development (ERD) programs.

Working Environment:Standard office work environment. No travel to Syria is envisaged.
