OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Communication and Information, and the supervision of the Chief of the Section for Freedom of Expression, and in cooperation with the Programme Specialist in charge, the Consultant will work towards achievement of UNESCO’s objective to address challenges and opportunities of freedom of expression, particularly safety of journalists and the issue of impunity, along the 40 C/5 Programme and Budget, related Expected Results and Performance Indicators.

The consultant will work to develop and organize awareness-raising activities and support capacity enhancement in the area of freedom of expression as decided and emphasized during UNESCO’s 40th session of the General Conference.

  1. Contribute to preparation of the organization of the International Forum for Dialogue on Law, Freedom of Expression and Safety of Journalists during the World Press Freedom Day 2020 in The Hague (Netherlands) including preparing and developing the event, liaise with organizing partners and relevant networks of judicial actors, and develop relevant outcome documents.
  1. For above activities, conduct research and contact judicial networks from various regions to engage them in the international Justice Forum as well as develop Memorandum of understandings with networks of judicial actors and international courts to strengthen cooperation on freedom of expression standards and safety of journalists.
  1. Organize/ contribute to awareness raising and capacity development activities for the judiciary and law enforcement in Africa and Asia, and contribute to relevant training materials.

       5. Contribute to the preparation of the International Day to End Impunity 2020, in particular the communication campaign by liaising with relevant partners Develop fundraising and grant concept notes and proposals for funding of UNESCO’s Freedom of Expression related programme activities by donors and partners.

       6. Prepare high quality speeches, presentations and reports on research and analysis of developments concerning freedom of expression and safety of journalists for enhancing UNESCO’s international positioning at international meetings;

REQUIRED QUALIFICATIONS

         

          Education

  • Advanced university degree (Master’s or equivalent) in public policy, political sciences, history, and law, or relevant fields.
     
    Experience
  • Minimum 2 years of professional work experience in the field of international development, communication and/or information.
  • Experience in project/programme management, preferably at international level
     
    Language skills
    Excellent knowledge (written and oral) of English;
     
    Competencies and skills
  • Excellent analytical and drafting skills;
  • Excellent communication skills (written and oral) and able to exchange information on complex issues;
  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement are required;
  • Ability to work under pressure;
  • Solid computer skills including advanced knowledge of office software such as Word and Excel.
DESIRABLE QUALIFICATIONS
  • Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.
  • Working knowledge of French will be an asset.
