Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Introduction

Founded in a rights-based approach, the UNJP combines the investment in system development, aiming to contribute to the implementation of a universal social protection system as a powerful tool to eradicate poverty; with a practical intervention directly focused in herding men, women and their family members to protect them from falling in poverty and coming down into a poverty trap. With these objectives in mind, three main areas of intervention were agreed with the Government: (i) extension of coverage of herders by identifying innovative and unconventional solutions to enroll herders in social protection schemes; (ii) introducing a shock responsive element  into the social protection system to ensure herder families and children are increasingly protected from climate related shocks, and, (iii) designing and/or mobilizing the budget structure to ensure funding availability and financial sustainability to cater for the modalities proposed. The latter will also indirectly support the Government’s effort to make public financing system SDG oriented and possibility of investing in the long-term strategic priorities.

 Reporting lines

The National Project Coordinator reports to the ILO Programme Coordinator in Mongolia and is responsible for the management of ILO components under United Nations Joint Program (UNJP) “Extending Social Protection to Herders with Enhanced Shock Responsiveness, including the design, supervision and monitoring of all activities required for the achievement of project objectives and their related outputs, in accordance with the respective project implementation plans. She or he will also support the UN Resident Coordinator and his office to manage the UN Joint Programme.

Description of Duties
  1. Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan, and coordinate the activities of participating UN organizations.
  2. Monitor progress of the UN SDG Joint Project and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness, and communicate reports with UN SDG Fund administration;
  3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets, and regularly communicate with the RCO and provide support in the Coordination of the UNJP, including leading the preparation of progress reports and technically support the UN RC in high-level policy dialogue events on social protection.
  4. Maintain close cooperation and coordination with government, employers' and workers' organizations, as well as other stakeholders relevant to the joint programme, in the planning and implementation of activities under the project.
  5. Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project. Identify training and capacity building needs of partner agencies on social protection, prepare capacity building strategy and an implementation plan, within resources available under the UNJP; and organize in the organization of conferences, seminars, workshops, training sessions and meetings.
  6. Translate into local language(s) and / or edit translation of technical material, news releases, official correspondence, statements, speeches and other documents.

7. Represent the project in various fora, under the guidance of the ILO Director.

8. Prepare briefs, periodical reports and statistical data on social protection, including social health protection, and contribute to the production of training and advocacy material both in English and in Mongolian.

9. Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Bangkok/New Delhi, other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.

10. Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

11. Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of CO-specific countries maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.

12. Other related duties as assigned.

Education

Second level university degree in a relevant field, preferably master degree in development studies, labour economics, public health and social sciences

Experience

At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.
