DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

 

About the job

Support Services Team Leader will supervise and ensure that Support functions (Finance, Supply Chain, IT, Administration and Human resources) in Tikrit area office meet programme requirements and are carried out in an effective and accountable manner according to DRC policies and procedures.

 

Management:

  • Monitor and support the finance functions at Tikrit Area Office to make sure that adequate funds are available at all times and that all transactions are properly processed and documented;
  • Establishing and maintain internal financial procedures compatible with the country’s law, the organization’s internal regulations and donor requirements;
  • Work with the Project Managers and budget holders in budget preparations, budgets’ revisions and realignments;
  • Ensure Compliance of all processes with DRC Internal Regulations, DRC Operations Handbook, Donor requirements and the local legislation;
  • Oversee and ensure that payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorization;
  • Supervision and capacity building of staff in Finance department.
  • Ensure proper filing of all documents (soft and hard copies) in relation to audit trail.
  • Ensure cash forecast done in accordance with the program needs.

Chain Management

  • Ensure that logistics and procurement functions are conducted in a timely manner and according to DRC Supply Chain Operations Handbook;
  • Ensure that inventory and assets lists are maintained and regularly updated in coordination with logistics department in Country office;
  • Oversee Supply Chain functions in the area to ensure their compliance to the various donor rules and regulations and flag irregularities to the Area Manager and Head of Support Services in the country office;
  • Supervise the Tikrit Supply Chain Team, including drawing and implementing action plans for the Officer and Assistants;
  • In liaison with Country Office, oversee the International Procurement conducted from Salah Al Din, to ensure compliance to internal procedures, donor regulations – as well as on-time delivery of tenders.
  • Ensure area procurement plan is in place and implemented accordingly.
  • Ensure proper filing of all documents (soft and hard copies) in relation to audit trail.

Resources & Administration Management

  • Oversee HR functions ensuring that DRC HR policies and procedures are clearly understood and are followed, including adherence to Iraqi Labour Law;
  • Conduct on-the-job training to field staff as necessary and induction/training for new staff based in Tikrit;
  • Build capacities of DRC expatriate and national staff on the Minimum Operating Standards as per Finance, Supply Chain and HR handbooks;
  • Oversee the visas processing and activation from Tikrit office, including obtaining Access letters from relevant departments;
  • Monitor staff KPIs for directly supervised staff &Conduct staff performance appraisals and training plans when required.
  • Drive the recruitment process of hiring new employees.
  • Ensure proper filing of all documents (soft and hard copies) in relation to audit trail.

Additional Tasks

  • Be the Central area focal point for all Support functions info and communication with Head of Support Services in Country Office;
  • Responsible for the implementation of Audits recommendations related to Support Services in Central area of operation.
  • Responsible for monthly reporting against key performance indicators for support functions.

 

 

About you

To be successful in this role we expect from you the following:

 

Required

Experience and technical competencies: 

 

  • Minimum of 3 years’ experience in management for humanitarian agencies, preferably International NGOs;
  • Proficient computer skills in MS-Excel, MS-Word, Outlook, etc;
  • Strong financial management skills and experience;
  • Understanding of and experience in public procurement principles and practices.

Desirable:

Education:

University degree in Finance, Business Administration, Supply Chain Management or other related discipline.
